According to the relevant documents of the Ministry of Education, the "Selection Method for Recommending Outstanding Fresh Undergraduates to Study for Postgraduate Studies without Examination (Revised)" (Agricultural University Education [2024] No. 6) and the "Management Measures for the Experimental Class for Training Top-notch Innovative Talents of Henan Agricultural University (Revised)" (Agricultural University Education [2019] No. 33), combined with the actual situation of our college, the Agricultural College's 2025 implementation plan for the work of recommending graduates is formulated as follows:
1. Recommendation principles
1. Insist on openness, fairness and impartiality in the recommendation process and working procedures.
2. Adhere to the comprehensive measurement of morality, intelligence, body, beauty and labor, comprehensive evaluation, recommendation of the best, focusing on the assessment of innovation ability, scientific research potential and professional ability.
2. Organizational Structure
In order to ensure the smooth progress of the recommendation and exemption work, the college has established a recommendation and exemption selection working group and an expert review team.

3. Recommended conditions
1. Fresh graduates admitted into the national general undergraduate enrollment plan (excluding dual minors).
2. Comprehensive development of moral, intellectual, physical, artistic and labor skills. Have noble patriotism and collectivism, firm ideals and beliefs, strong sense of social responsibility, abide by laws and regulations, seek truth and innovation, be positive, physically and mentally healthy, be honest and trustworthy, have a good academic style, have good conduct, and have no record of cheating in exams or plagiarizing other people's academic achievements, and no record of any violation of law, discipline or punishment.
3. Excellent academic performance during study at school. There are no failing records in the examination results of the courses studied in the first three academic years, and the students have strong problem-solving and innovative abilities.
4. National College English Band 4 with a score of 462 and above or National College English Band 6 with a score of 425 and above. Or a TOEFL score of 90 or above (valid for two years), or an IELTS (academic) score of 6.0 or above (valid for two years).
4. Recommendation procedure
1. The college conducts preliminary selection based on the recommendation conditions and selects a list of qualified students.
2. Students who meet the recommendation conditions apply (log in to the academic affairs system (click Main Control – Recommended Students)) and submit relevant certification materials to the college.
3. Recommendations will be sorted by major based on comprehensive performance and selected on a merit-based basis. Comprehensive score = academic score (A) × 95% + comprehensive quality score (B) × 5%. Comprehensive grades, academic performance and overall quality scores are all calculated on a percentage basis. The academic score (A) is the academic score of all courses taken in the first three academic years (except minor professional courses). The academic score is calculated until the end of the sixth semester, that is: A = average grade point × 10 + 50. The grade point average is calculated based on the academic management system. The comprehensive quality score is the total reward score for the first 6 semesters. The comprehensive quality score is calculated in accordance with the "Detailed Rules for the Evaluation of Comprehensive Quality Scores for Excellent Undergraduates Recommended by the College of Agriculture of Henan Agricultural University to Study for Postgraduate Studies Without Examination (Trial)".
4. According to the school’s recommended quota, the quotas for each major are allocated as follows:.

5. The college determines the recommended candidates based on their comprehensive scores and makes them public for three days. In order to do a good job in the selection of outstanding fresh undergraduate graduates recommended by our school to study for postgraduate studies without taking the examination, according to the "Notice on Further Standardizing and Strengthening the Recommendation of Outstanding Fresh Undergraduate Graduates to Study for Postgraduate Studies without Taking the Examination" by the General Office of the Ministry of Education (Teaching Hall No. 12) and Henan Agricultural University's "On Recommending Excellent Graduates" In accordance with the spirit of the document "Methods for the Selection of Fresh Undergraduates to Study for Postgraduate Studies Without Examination (Revised)" (Agricultural University Education [2024] No. 6), and in combination with the actual situation of our college, the "Detailed Rules for the Comprehensive Quality Assessment of Recommended Excellent Undergraduate Graduates from the College of Agriculture of Henan Agricultural University to Study for Postgraduate Studies without Examination (Trial)" are formulated.
1. Comprehensive quality index system and score distribution
1. The comprehensive quality score of students is measured with reference to factors such as students' comprehensive development value orientation, and a comprehensive evaluation of students' performance in all aspects.
2. The total comprehensive quality score is 100 points, and the assessment content includes five contents: joining the army for military service, participating in voluntary services, participating in internships in international organizations, scientific research achievements, and winning competitions. The maximum score of the five contents is 10 points, 10 points, 10 points, 30 points, and 40 points, until each item is filled.
3. All extra-point events should occur while students are in school. Points cannot be added repeatedly for the same event, and only the highest point will be taken.
2. Scoring details
1. Enlistment in the army
Anyone who joins the army during college and has completed two years of military service before retiring will receive 10 points for overall quality.
2. Volunteer services
Participating in volunteer service projects refers to the cumulative volunteer service time classification certification score recognized by the China Volunteer Service Network established by the Ministry of Civil Affairs. Each 100 hours of volunteer service time is awarded 1 point, with a maximum score of 10 points.
3. International Organization Internship Category
Those who participate in internship projects for international organizations established and implemented by the China Scholarship Council will receive 10 points for overall quality.
4. Scientific research achievements
For scientific research achievement projects, the maximum comprehensive quality score is 30 points, which is limited to academic-related scientific research papers published by independent authors or first authors in core journals and above during the undergraduate period (the ownership unit is Henan Agricultural University).
(1) Students who publish academic-related scientific research papers as independent authors or first authors in international journals during their undergraduate period will receive 30 points for overall quality.
(2) Students who publish academic-related scientific research papers as independent authors or first authors in core Chinese journals during their undergraduate period will receive 20 points for overall quality.
Note: The scientific research results of the student's cooperation with his immediate family members or those with significantly higher academic qualifications, professional titles, and positions than the student himself are only for reference and will not be included in the overall quality score, but may be given priority under the same conditions. The catalog of journals involved in bonus points will be determined by the college’s recommendation and selection working group.
5. Competition award-winning categories
The maximum comprehensive quality score is 40 points, which is limited to participation as a main member (top 3) in three domestic authoritative competitions such as the academic-related China International College Student Innovation Competition (formerly the China "Internet +" College Student Innovation and Entrepreneurship Competition), the "Challenge Cup" National College Student Extracurricular Academic Science and Technology Works Competition (including the "Challenge Cup" Chinese College Student Entrepreneurship Plan Competition), and the "Creating Youth" China Youth Innovation and Entrepreneurship Competition, and obtain national third prizes or bronze medals or above.

3. Supplementary Provisions
Other issues not covered by these measures will be reviewed and decided by the college’s recommendation and selection working group. The college's expert review team reviews and appraises the scientific research and innovation achievements, papers, competition awards and content of students who apply for promotion, and eliminates plagiarism, fraud, impersonation and false claims. Representative works will be evaluated on multiple scientific research results submitted by students. The evaluation will focus on the quality of innovation and personal contribution. Each member of the college’s recommendation and selection working group and expert group must give clear review opinions and sign and file them. Those who fail to pass the review appraisal or defense shall not be included in the comprehensive quality score calculation system.
