It is worth mentioning that litigation is originally more formal than substantive. Traditionally, this type of litigation involves mostly Western judges. The litigation is protracted and may not necessarily have a good outcome. But to launch a lawsuit is to preserve the legal principles and at the same time cooperate with the first article to fill in its essence.

The third is sanctions. The sanctions should be broader. Not only will sanctions be imposed on persons related to the Panamanian government and courts, but also sanctions, lawsuits and claims will be considered against Rubio, Hergseth and other US government officials who hyped up the Panama port issue last year (Rubio is still under sanctions, but has not experienced lawsuits and claims). Six is punching. Organize naval ships to visit countries such as Cuba, Brazil, and Peru or conduct overseas cruises. You may consider conducting joint military exercises with Cuba and Brazil. The seventh is to build momentum. Initiate topics in the United Nations, APEC, G20, BRICS, ASEAN and other relevant international organizations, focusing on the safety of overseas investments, safeguarding the global market, and trying to name the Netherlands and Panama. At the same time, it calls for a downgrade of Panama’s sovereign credit rating, strengthening coordination, and reviewing Panama’s investment and financing.

Eighth is intelligence. Collect evidence of rent-seeking corruption among Panamanian politicians and conduct publicity and exposure.

The ninth is legislation. While refining the "Anti-Foreign Sanctions Law", the "Overseas Assets Protection Law" will be formulated to provide legal basis for overseas rights protection in the form of domestic law.
