Either someone is giving Panama a KPI to provoke China, or the foreign media wants to further damage China's international image. According to recent reports, Panama has completely let itself go, and any trouble will be publicized, and it is publicity that is just to show off.
This will bring a very bad demonstration effect!
Panama’s violent expropriation, as well as the subsequent bottomless propaganda, have greatly worsened the entire incident and created extremely strong negative externalities. It is no longer enough to simply stop investment and imports from Panama, announce on a rolling basis that it "supports the rights protection of Chinese companies" and initiates overseas lawsuits.
As for why we should attack Panama head-on, I have already discussed in detail in my previous article "There is a bigger conspiracy behind Panama's seizure of the port, and we must attack it head-on." The robbery predicted at that time was soon fulfilled. Here are some additions to the methodology. This is also the summary after I communicated with some friends related to shipping and law during the recent period.
Personally, I think the following ten things can be done right away:
One is to build a boat. Vessels flying the Panama flag or registered in Panama will be inspected, restricted from entering the port, or even seized, and it will be clearly stated that the assets confiscated by Panama from China will be calculated at the original value + doubled confiscation, and all forms of overseas recovery will be carried out.
Panama is famous for its shipping and also engages in "flags of convenience" arbitrage. At the same time, as we have previously introduced Panama’s current deficit and debt problems, we have selected the areas where it is most likely to obtain cash flow to focus on.
The second is litigation. Support CK Hutchison in continuing to initiate overseas litigation. Just like Canada's First Quantum Mining, which launched a sky-high claim against Panama (the latter's claim amount was as high as 20 billion U.S. dollars), the claim amount will also be included in the previous fines and confiscations as appropriate.
It is worth mentioning that litigation is originally more formal than substantive. Traditionally, this type of litigation involves mostly Western judges. The litigation is protracted and may not necessarily have a good outcome. But to launch a lawsuit is to preserve the legal principles and at the same time cooperate with the first article to fill in its essence.
The third is sanctions. The sanctions should be broader. Not only will sanctions be imposed on persons related to the Panamanian government and courts, but also sanctions, lawsuits and claims will be considered against Rubio, Hergseth and other US government officials who hyped up the Panama port issue last year (Rubio is still under sanctions, but has not experienced lawsuits and claims). Even if he has to visit China this year, he will not come.
As I have written before, even if it cannot be implemented temporarily, it doesn't matter, just keep it up. As China's national power grows, it will be useful sooner or later.
The fourth is warning. It is clearly stated that any company that dares to take over the Panama port of Yangtze River Hutchison will be regarded as an accomplice of Panama and subject to the same sanctions as above.
The fifth is to protect people. Based on the above situation, a travel warning will be issued to Panama as appropriate. If it continues to escalate, an evacuation of overseas Chinese will be organized.
Six is punching. Organize naval ships to visit countries such as Cuba, Brazil, and Peru or conduct overseas cruises. You may consider conducting joint military exercises with Cuba and Brazil. The Air Force and Coast Guard may also consider patrolling off the coast of Panama. Considering that China and Russia have previously organized patrols in the Aleutian Islands, whether to coordinate with Russia can also be discussed.
The seventh is to build momentum. Initiate topics in the United Nations, APEC, G20, BRICS, ASEAN and other relevant international organizations, focusing on the safety of overseas investments, safeguarding the global market, and trying to name the Netherlands and Panama. At the same time, it calls for a downgrade of Panama’s sovereign credit rating, strengthening coordination, and reviewing Panama’s investment and financing.
Eighth is intelligence. Collect evidence of rent-seeking corruption among Panamanian politicians and conduct publicity and exposure.
The ninth is legislation. While refining the "Anti-Foreign Sanctions Law", the "Overseas Assets Protection Law" will be formulated to provide legal basis for overseas rights protection in the form of domestic law.
Ten is linkage. Strengthen coordination with Hong Kong, enrich the work content of the Hong Kong arbitral tribunal, and use this opportunity to strengthen the coordination and linkage between the mainland and the Hong Kong SAR government and Hong Kong-funded enterprises. At the same time, we warn the other party that any act that dares to question the status of the Hong Kong SAR will lead to severe countermeasures from China. Do not say it is unforeseen.
Here is a quick aside. Recently, a friend suggested that the SAR government should be on the front line to defend rights, but I don’t understand why they are so conservative. In this regard, I think the Hong Kong Special Administrative Region is facing another pressure, which is that the United States has questioned its status as a special zone for many years and is tightening its policies towards it. Well, for this first time of joint rights protection, I personally think that the central government wants to set an example for Hong Kong and take a stand. At the same time, they launched a counterattack on the issues identified as special zones, and the envoys heard about it.
I mentioned before that safeguarding rights in Panama is a progress, but now we need to reflect this progress, not only to have a substantive effect, but also to take into account the emotional value. Just put a knife in front of a chicken and tell the world what will happen if you dare to take advantage of China.
Cherish every opportunity to protect our rights. Just like making chips, our rights protection requires a large number of scenarios to be run through.
In defending the market economy, China should also make greater contributions to mankind.
