The two sessions of the National People's Congress are about to be held, and the representatives of the Shanghai delegation are carefully polishing their proposals and suggestions. This year, many representatives have continued the theme of suggestions from previous years. They plan to continue to optimize through long-term tracking and patient research to promote practical matters for people's livelihood or the transformation and implementation of scientific and technological achievements. Yao Zhuoyun, who has been paying attention to the discretionary guardianship system for a long time, will continue to refine relevant suggestions this year, hoping to quickly build a multi-level discretionary guardianship service system and supervision system after the new regulations on discretionary guardianship are implemented.
Last month, Yao Zhuoyun, a representative of the National People's Congress, learned that after the newly revised "Shanghai Regulations on the Protection of the Rights and Interests of the Elderly" were officially implemented, a voluntary guardianship case had been implemented, and he hurriedly came to Jing'an Court to learn about the situation.

At the scene, a president of the Jing'an Court recalled: "The client said that I am worried about my own pension. Now I am the guardian of my son. Next time I will be old and no one will care about me. What will happen to me and my son?"
It turned out that the client's son had been mentally disabled since childhood and was unable to take care of himself. The client was worried that there would be no one to take care of the mother and son after he became incapacitated in the future, so he wanted to entrust the guardianship responsibility to his close nephew. Finally, under the guidance of the new regulations on discretionary guardianship, the client signed a consent-related guardianship agreement under the guidance of the Jing'an Court judge and the witness of the staff of the neighborhood committee. At the scene, Yao Zhuoyun also raised concerns about the difficulties in grassroots practice and prepared to incorporate them into the representatives' suggestions.
In fact, in the 2015 revision of the Law on the Protection of the Rights and Interests of the Elderly, my country proposed the "voluntary guardianship" system for the first time. However, this guardianship system faces many challenges in actual operation. Previously, Yao Zhuoyun had already collected some difficult and blocking issues in the grassroots courts.
Lu Wenjia, deputy director of the Jiading Court, told Representative Yao: "In-process supervision measures are still in the stage of judicial exploration and experience, and have not yet risen to the level of legal norms. Therefore, they can only be applied with the consent of the parties involved. The overall application rate needs to be improved. There are contradictions between the case trial cycle, the essence of the custody dispute, the difficulty of review, and the contradiction between the principles of punishment and debate and the principle that is most beneficial to the ward."
Since the operating rules are not yet complete, the grassroots are "crossing the river by feeling for the stones" when handling cases related to voluntary guardianship. There have been confusions but also useful attempts have been accumulated. For example, in order to strengthen the effectiveness of supervision, in 2024, when handling an elderly guardianship case, the Jiading Court produced and sorted out "two tables and one instruction", namely: adult guardianship instructions, a list of the ward's personal and property situation, and a guardianship ledger. Guardians must fill in the forms strictly in accordance with the forms and send them to other brothers and sisters regularly to accept supervision. Yao Zhuoyun carefully recorded the handling details as a reference for subsequent formulation of representatives’ proposed countermeasures.
Ji Xuepeng, deputy director of the Civil Division of Jiading Court, said: "The specifics include, for example, during this period, what property income the ward had, what property he spent, what he did, as well as his residence, life, If there are any particularly major changes in medical care, they will also be reported. The design of such a system effectively helps guardians to fully and effectively perform their guardianship duties, and is also a manifestation of the principle that is most beneficial to the ward. Therefore, I think our two tables and one directive also have certain reference and application space for discretionary guardianship. "
As a deputy to the National People's Congress, Yao Zhuoyun has been concerned about the implementation of voluntary guardianship for many years. Last year at the National People's Congress and the National People's Congress, Yao Zhuoyun submitted a "Recommendation on Accelerating the Legislative Process of the Elderly Determined Guardianship System." During this year, the implementation process also pressed the accelerator button, especially in local practice. In November last year, The newly revised "Shanghai Regulations on the Protection of the Rights and Interests of the Elderly" were officially implemented, clarifying for the first time the two main paths for the elderly to establish voluntary guardianship. At the same time, the "Shanghai Municipal Opinions on Promoting the Implementation of the voluntary guardianship system for the elderly (Trial)" was approved by the municipal government executive meeting and was officially issued in early December. The introduction of these new regulations has ensured the implementation of discretionary guardianship in Shanghai.

Bai Yun, the president of the Comprehensive Tribunal for Juvenile and Family Cases of the Jing'an District People's Court, believes that there is a huge demand for discretionary guardianship in grassroots cases: "The new regulations have detailed requirements for the witness of the village committee who decides on discretionary guardianship. This is more complete for the signing process of discretionary guardianship. It puts a safety lock on the effectiveness of subsequent performance throughout the process. In fact, it also points out the direction for more people who want to decide on guardianship, and plays an important role in promoting the implementation of this system."
Of course, it will take a long time for voluntary guardianship to give full play to the advantages of the system. Yao Zhuoyun plans to further digest this year's new progress, new problems, and new thinking into this year's representatives' suggestions, so that a wider group of people can understand and use voluntary guardianship as soon as possible.
In this regard, Yao Zhuoyun, a representative of the National People's Congress, said: "After putting forward this representative proposal last year, we knew that this representative proposal cannot be stopped abruptly, because it is just in its infancy. As a representative of the National People's Congress, in fact, I think we also need further research and discussion, in order to make the legal system of voluntary guardianship more complete and truly achieve its original intention and goal."

In recent years, more and more domestic college students have chosen to study in Japan for postgraduate studies after graduation. How much does it cost to study as a graduate student in Japan for one year? In order to help you understand the cost of studying in Japan, we have compiled the content for you, let’s learn about it together.
1. Japanese public universities
The verification data is 30,000 yen, the registration fee is 282,000 yen, and the teaching materials are calculated based on the previous year's 535,800 yen, so the tuition fees monks usually pay in the first year of registration is about 50,000 yuan. Of course, the admission fee and verification materials for the second year are relatively small, only 535,800 yen for textbooks. There are also special circumstances regarding monk fees. At some schools, the cost of legal studies is 840,000 yen per year, for a total of 111,600 yen.
2. Japanese private universities
The cost of admission to private universities generally ranges from 800,000 to 1.5 million yen, and there is no uniform standard.
3. Living expenses for studying in Japan
The national average monthly living expenses for foreign students: 138,000 yen (8280 yuan). (Tuition not included)
Accommodation fee: between 30,000 yen and 60,000 yen (1,200-1,800 yuan)
Food expenses: about 30,000 yen (1,800 yuan)
Average transportation fee: 7,000 yen (420 yuan)
Insurance and medical care: 3,000 yen (180 yuan)
Other water, electricity, coal and groceries are about 20,000+ (1200+ RMB)
Books, activities: 9,000 yen (540 yuan)
From the above data, it can be seen that the cost for students to study in Tokyo, Japan is the highest. In addition, in recent years, the total number of Chinese students studying in Japan has generally been on the rise, and international students are more likely to choose schools in big cities. For example, cities such as Tokyo, Osaka, Yokohama, and Kyoto are popular cities for studying abroad. These cities not only provide a diverse international cultural environment, but also provide more possibilities for foreign students to find jobs in the future. The cost of studying abroad in these metropolitan areas is relatively high, so a variety of factors should be considered when making your choice.
Japan’s scholarship system is relatively complete and has a high success rate. You should actively apply for scholarships to reduce your financial burden. According to statistics from the Japan Students Association in recent years, about 5 foreign students who study in Japan at their own expense can receive scholarships. The average monthly scholarship amount is between 50,000 and 60,000 yen, which is about one-third of the monthly living expenses. The scholarships provided by the Japanese government for research-oriented international students will be higher, with each student receiving a monthly bonus of up to 150,000 yen.
It can be seen from the above information that different schools, different regions, and whether to work and apply for scholarships will affect the cost of students studying abroad. It is recommended that you apply for a Japanese scholarship and work in Japan, which can greatly reduce the cost of studying abroad.
However, when choosing a school, we must not only pay attention to the cost, but also consider all aspects of the school, especially what major to choose. In addition, after studying and living in Japan for a period of time, you will gradually master some skills to save money, so that you need to spend less money! According to Kankan news reports, a shocking case broke out in Serbian politics recently. The local police took decisive action in the city of Kraljevo and thwarted a "genocide-style" assassination plot against President Vucic and his family. Two suspects involved were arrested on the spot. This carefully planned bloody plot failed. According to the Serbian police report, the two suspects are local residents. Two of them also have military service backgrounds and have professional combat and counter-reconnaissance capabilities. This also makes this assassination plan more professional and dangerous than ordinary civilian revenge.
The details further disclosed by the police are even more chilling. The two men began plotting in December last year and prepared for two months. The core goal was very clear - to purchase weapons to assassinate Vucic, then to attack his wife and children, and then to attack government officials. In the end, they attempted to seize power through violent means and subvert Serbia's existing constitutional order. What is even more outrageous is that in this assassination plan, there are clear and cruel arrangements for Vucic's youngest son Vukan Vucic, who is only 8 years old. Not only will he beat him, but he will also torture and kill this child who has no ability to resist.

Vucic personally confirmed all this at an emergency press conference. He held the complete evidence held by the police and emotionally denounced the murderer's cruelty. He admitted that he still has lingering fears when he saw the details of the plan. The president, who has been in the political whirlpool all year round, has long been accustomed to danger, but he did not expect that his opponents would be so despicable as to attack innocent children. What made him even more angry was that after the case was exposed, 70 people came forward publicly and advocated the release of the two suspects whose hands were about to be stained with blood. Vucic said implicitly that if the reasons behind these people were told, no one would believe it, and the root cause of all this is lies deliberately spread by certain forces.
Anyone familiar with Serbian political situation knows that this is not the first time Vucic has faced death threats. There are at least two clear attempted assassinations in public records, each of which was extremely dangerous. In 2016, the police found a large number of heavy weapons, including anti-tank missiles, grenades, and automatic rifles, in the jungle near Vucic's parents' home. This was the only way Vucic could visit his parents. Anyone with a discerning eye could see that this was a long-planned assassination ambush.
A year later, in September 2017, Vucic was maliciously hit by a car. Fortunately, he was not injured. Three suspects were subsequently captured. Public opinion in Serbia almost unanimously concluded that this was a premeditated political assassination. In addition to these clear attempts, Vucic has also been subject to death threats for a long time. He once had no choice but to laugh at himself, saying that he received no less than 200 death threats every day. But this time it was different. The opponent completely broke through the bottom line and expanded the target from himself to the whole family. He even refused to let go of his 8-year-old son. This viciousness has long gone beyond the scope of ordinary political struggles.

Many people wonder, how could two ordinary local residents plan such a meticulous and dangerous assassination plan? Why can you have the confidence to approach Vucic's family? The answer is actually very simple. There is a high probability that these two people are just "pawns", and there must be greater forces behind them to support, finance, and direct. Without strong financial and resource support, it would be impossible for just two people to prepare for two months and purchase weapons, let alone find out Vucic’s travel trajectory and family situation.
To talk about the forces behind this, we cannot avoid Western countries led by the United States. Since the disintegration of Yugoslavia, Serbia has become a geopolitical pawn that must be captured in the eyes of the West. They are obsessed with turning this country into their own puppet. The dirty things they have done behind the scenes in recent years are countless. The most typical example is the "Bulldozer Revolution" in 2000. The National Endowment for Democracy directly funded tens of millions of dollars to the Serbian opposition, helping them train key members and plan street movements. It eventually overthrew the Milosevic regime through violent means and officially opened the prelude to Western intervention in Serbia's internal affairs.
Since then, the West has never stopped infiltrating Serbia, funding non-governmental organizations, supporting pro-Western opposition, spreading false information, and manipulating public opinion. They have done everything they can to force Serbia to abandon its independent foreign policy and completely turn to the West. After Vucic came to power, this kind of infiltration and subversion intensified, because he always insisted on balanced diplomacy, wanting to integrate into Europe without giving up traditional friendship with China and Russia. This disobedient attitude completely angered the West.
In May 2023, two shooting cases occurred in Serbia. The Vucic government introduced a gun control bill to maintain law and order. This was an understandable measure, but the Western-backed opposition seized the opportunity to make a fuss and incited large-scale protests. The topic turned directly to calling for Vucic to step down. In December of the same year, after the Serbian parliamentary election, the opposition directly attacked the Belgrade City Council building and launched a riot. Vucic pointed out on the spot that this was an attempted "color revolution" controlled by the West.
Statistics show that in the past 10 years, external forces have invested billions of dollars in the Serbian opposition. None of this money has been spent on people's livelihood. All of it has been used to engage in political sabotage and subvert the regime. Vucic is their biggest stumbling block. To put it bluntly, this assassination plan is the product of the extreme penetration of the West. It was either directly inspired by the West, or pro-Western forces took risks with the tacit approval of the West.

Now the two suspects have been handed over to the procuratorate for investigation according to law, and the police are also making every effort to trace the organizers and sponsors behind it. However, the security threat faced by Vucic has never really disappeared. Serbia is caught between major powers. The Kosovo issue remains unresolved. It is difficult to maintain the balance between joining the EU and maintaining friendship with China and Russia. The domestic pro-Western faction and the pro-Russian faction are severely opposed. These contradictions are intertwined and make Vucic's road to power full of thorns.
This attempted assassination was not only a personal survival crisis for Vucic, but also a real dilemma for small countries caught in the middle. The West keeps preaching "human rights" and "democracy", but secretly supports extremist forces, incites violence, and plots assassinations, even on innocent children. Such double standards and despicable behavior have long exposed their hypocrisy. Vucic's tough response is not only to safeguard the rights of himself and his family, but also to protect Serbia's sovereignty and independence. It’s just that in the future, as long as Western infiltration does not stop, the chaos in Serbia will be difficult to calm down, and the death threat faced by Vucic will probably always exist.
