According to Bengbu Daily, the "last mile" has always been a bottleneck in the development of express delivery in rural areas. However, with the implementation of the "Bengbu City Express Facilities Management Measures", these problems may be solved. Recently, the express service windows of more than 10 village-level party-mass service centers including Jixi Village in Changfen Town and Qilong Village in Tangji Town in Huaiyuan County were officially opened to provide collection and delivery services, further extending government and postal cooperation services to rural areas, and promoting new breakthroughs in the construction of the city's terminal delivery network.
As the country's first management measure on strengthening the construction of express delivery facilities, the "Bengbu City Express Facilities Management Measures" was officially implemented on March 1. The "Measures" have a total of 24 articles, focusing on strengthening the management of express delivery facilities from four aspects: building infrastructure, improving the terminal express delivery system, promoting the green development of the industry, and standardizing the management of express service vehicles.
There are more and more smart express lockers in the community, but sometimes they are not enough. The "last mile" is still a problem for express delivery. Taking 2019 as an example, Bengbu City installed a total of 1,168 sets of smart express lockers throughout the year, an increase of 15.48% over the same period, and the number of compartments was 118,561, an increase of 16.51% over the same period. However, in fact, the growth rate of terminal delivery facilities has not yet met the growing needs of urban e-commerce development and residents' online shopping needs. To this end, the "Bengbu City Express Facilities Management Measures" clearly stipulates that new residential areas, reconstructed and expanded residential areas, and renovation of old residential areas in cities and towns must set up express terminal infrastructure according to needs. Encourage express delivery companies of different service brands to strengthen cooperation and resource sharing, and promote the construction of urban and rural terminal comprehensive service platforms. Support express delivery companies to cooperate with e-commerce, agriculture, supply and marketing, commerce, transportation and other enterprises to establish county, township and village consumer goods and rural production material distribution network systems.
Since the implementation of the "Measures", the city has actively promoted the construction of a comprehensive service platform for urban and rural express delivery terminals, and guided five express delivery companies in Bengbu City, STO, YTO, Best, Yunda, and Tiantian, to establish Anhui Zhucheng Express Co., Ltd. to innovate business concepts, improve the business skills and quality of employees, and realize joint collection and delivery of express delivery terminals. Zhucheng Express outlets provide residents with doorstep express services. So far, 71 outlets have been built, and it is expected that about 200 outlets will be built in the city to solve the last mile problem of express delivery. At the same time, the Municipal Postal Administration, on the basis of the second batch of pilot projects for the coordinated development of e-commerce and logistics express delivery, has promoted the standardization of express delivery business premises, guiding express delivery companies to upgrade and renovate their business premises. Express delivery companies such as Huaiyuan Zhongtong, Guzhen Zhongtong, and Zhucheng Express have built more than 30 standardized business premises with high standards, thereby further improving the service image and service level of the city's express delivery industry.
"Green express delivery" has been a hot topic in recent years and is also the development trend of the express delivery industry. In this regard, the "Measures" pointed out that companies engaged in express delivery business should promote green packaging and recycling of express delivery, guide consumers to use recyclable and easily recyclable degradable alternative products, support the promotion of the use of biodegradable express packaging and recycling transfer bags, and set up green recycling devices for packaging waste in business premises to solve the problem of green express development. "In order to put the green concept into practice, we carried out a pilot survey and conducted a comprehensive survey. Through telephone inquiries, business discussions, on-site surveys and other methods, we investigated the current status of green environmental protection work of each mailing company, as well as the use of green environmentally friendly packaging bags and 'slim tape'." Guo Youbing, director of the Municipal Postal Administration, introduced that during the pilot survey On the basis of the research, the Municipal Postal Administration, together with the Municipal Development and Reform Commission, the Bureau of Commerce, and the Ecological Environment Bureau, formulated and issued the "Implementation Plan for Bengbu City to Promote Green Environmental Protection Work in the Postal Industry" and obtained a special fund subsidy of 500,000 yuan from the Municipal Development and Reform Commission to further promote the implementation of green and environmental protection work in the city's postal industry and see real results.
In order to solve the problem of difficulty in passing express service vehicles, the municipal postal management department will also work with the public security, urban management law enforcement, transportation and other departments to standardize the management and use of express service vehicles in accordance with the law, unify the express vehicle numbers, strengthen label management, purchase vehicle insurance, and ensure the passage and temporary parking of express service vehicles that comply with the Ministry of Industry and Information Technology's "Road Motor Vehicle Manufacturing Enterprises and Product Announcement" or "Anhui Province Electric Bicycle Manufacturing Enterprises and Products that Meet Registration Standards". "Through the implementation of the Measures, the construction of express delivery facilities in the city will be further promoted, the pace of optimization and upgrading of the industry will be accelerated, and the postal industry will be promoted to a high level and high quality development."
