Chapter 1 General Provisions
Article 1 In accordance with the "Education Law of the People's Republic of China", the "Higher Education Law of the People's Republic of China" and other relevant laws and regulations and the relevant provisions of the Ministry of Education, in order to safeguard the legitimate rights and interests of the school and candidates, enroll students in accordance with the law, and combine the actual enrollment work of our school, this charter is formulated.
Article 2 This Charter is the main channel for the public to understand our school’s admissions policies, regulations and related information, and is the main basis for our school’s enrollment consultation and admission work.

(6) Basic profile of the school: Tianjin University of Finance and Economics was founded in 1958 and is one of the five earliest financial universities established in New China. It is based on the economics and management major of Nankai University and was established by gathering a group of renowned scholars in the field of economics and management from universities in North China and Northeast China. After more than half a century of construction and development, the school has undergone historic changes. The current campus covers an area of 1,500 acres and has more than 16,000 full-time students. It has been built into a multidisciplinary university with economics and management as its main disciplines and eight major disciplines including liberal arts, law, science, engineering, education, and art. It is a key university in Tianjin and an important base for cultivating senior economic management talents in northern my country. The school has national key disciplines, doctoral programs and postdoctoral mobile stations in first-level disciplines such as applied economics, business administration, and management science and engineering. It has seven first-level master's degree programs and 13 professional master's degree programs. It has formed a complete and diverse talent training system including doctorate, master's, bachelor's, adult, and international student education and professional qualification training. The school implements an internationalization strategy, opens Confucius Institutes in the United Kingdom and the United States, deepens the construction of Sino-foreign cooperative education projects, enriches the international professional education system, and continuously improves the international level of school running. The school's education and teaching quality and education brand have been widely recognized by society. It recruits students in batches in 30 provinces across the country, and has become one of the institutions with the best quality of new students admitted to finance and economics colleges in my country. The school pays attention to the cultivation and improvement of students' comprehensive quality and ability, actively builds employment platforms for students, and establishes "customized" training models with a number of financial institutions. The one-time employment rate of undergraduates has remained above 96% for many years. The school has been awarded the title of "National University with Typical Experience in Graduate Employment" and was selected into the top 50 universities in the country for employment.
Chapter 2 Admissions Agencies
Article 4 The school shall establish an admissions committee to manage and supervise the admissions work. The school has established an admissions leadership group, which is fully responsible for the school's admissions work and discusses and decides on major admissions matters. The Admissions Office is set up under the leadership group, which is the permanent organization of the school to organize and implement admissions work. It is specifically responsible for the daily work of undergraduate admissions.
Article 5 The school’s undergraduate enrollment work is subject to the supervision of the disciplinary inspection and supervision departments and society.
Chapter 3 Enrollment Plan and Fee Standards
Article 6 The school will formulate sub-professional enrollment plans for 30 provinces across the country in 2015 based on the development plan, school running conditions, subject development, student source status and social needs. According to the enrollment majors and enrollment plans approved and issued by the Ministry of Education, they will be sent to the provincial admissions offices within the specified time, and they will announce them to the public; the school will also announce them to the public through other methods. The school's reservation plan does not exceed 1% of the undergraduate enrollment plan, which is used to adjust the imbalance in the number of online students taking the unified examination in various places. The use of reserved plans adheres to the principles of collective discussion and collective decision-making. With the approval of the school admissions leadership group and approval by the superior authority, appropriate adjustments will be made to provincial admissions plans with good sources of students, sufficient volunteers, and high admission scores.
Article 7 The tuition fee standard is 4,400-5,400 yuan/student·year for general majors and 12,000-15,000 yuan/student·year for art majors. The standard accommodation fee is RMB 1,500 per student per year. For detailed fee standards for each major, please refer to the enrollment schedule published by the provincial admissions office or the 2015 new student registration instructions issued by the school. If the Tianjin Municipal Government adjusts the tuition fees for the current year, the standards stipulated by the government shall prevail.
Chapter 4 Admission Rules
Article 8 The school's admissions work follows the principles of fair competition, fair selection, and open procedures; it implements the admission policies formulated by the Ministry of Education and the provincial admissions committees, as well as the relevant provisions published in this charter; the main admission basis is based on candidates' filled-in preferences and college entrance examination scores in cultural courses (the college entrance examination scores for art major candidates are composed of professional course scores and cultural course scores), and a comprehensive assessment of morality, intelligence, physical beauty, and merit-based admission.
Article 9 In non-parallel volunteer provinces, the principle of volunteer admission to colleges and universities is priority, that is, according to the order of colleges and universities filled in by the candidates, candidates who apply for our school as their first choice will be admitted from high scores to low scores. Only when the number of first choice applicants for our school on the minimum control line of the same batch announced by each province is less than the enrollment plan, will candidates who apply for our school for their second choice be admitted, and so on. All provinces that implement parallel volunteering for college entrance examination admission will implement the relevant policies of the province.
Article 10 The admission of majors is based on the principle of score priority, that is, students will be queued up from high scores to low, and then admitted in the order of majors filled in by the candidates. If the candidate's score does not reach the admission score of the first major choice, it will be considered whether the candidate reaches the admission score of the second major choice, and so on, until the last major choice. In the event that candidates are not admitted to the majors they have applied for, those who comply with the major adjustment can be transferred to a major that is not fully admitted; those who do not comply with the adjustment will be withdrawn. There is no grade difference for professional aspiration.
For candidates from the Inner Mongolia Autonomous Region, the principle of score priority is adopted for professional admissions.
Article 11 The admission of candidates whose submitted scores include policy bonus points shall be based on the principle of localized management stipulated by the Ministry of Education, and the bonus point policy and admission regulations formulated by the admissions committee of the province where the candidate is located shall be implemented. The scores used for admission and major placement are based on the submission scores of the provincial admissions offices. Other policy bonus points that are not included in the submission scores are not included in the calculation.
Article 12 Under the same conditions, priority will be given to candidates who have won honorary titles such as provincial outstanding students, outstanding student cadres, and three good students, as well as candidates with high overall scores in English and mathematics. If the total scores in English and Mathematics are the same, candidates with higher scores in major-related subjects will be admitted. Candidates in Tianjin must comply with the relevant provisions of Article 19 of this Charter.
Article 13 For details on the admission rules for art majors, please refer to the relevant provisions in the "Tianjin University of Finance and Economics 2015 Art Admissions Brochure".
Article 14 In accordance with relevant regulations such as the "Guiding Opinions on Physical Examination for General College Enrollment" issued by the Ministry of Education, the Ministry of Health, and the China Disabled Persons' Federation, and the "Notice on Issues Concerning the Cancellation of Hepatitis B Testing in the Physical Examination for Admissions to General Colleges and Universities" issued by the General Office of the Ministry of Education and the General Office of the Ministry of Health, the physical health status of candidates shall be reviewed and reexamined. Those that do not meet the standards will be dealt with in accordance with the relevant provisions of the guidance.
Article 15 Our school has bilingual (Chinese and English) teaching courses for each enrollment major. Students majoring in non-foreign language majors can obtain graduation credits by passing the National College English Band 4 test standards stipulated by the school; they can obtain degree credits by passing the National College English Band 6 test standards stipulated by the school. Foreign language undergraduate majors obtain graduation and degree credits by passing the National College English Band 6 test standards stipulated by the school (Japanese major students who meet the Japanese Language Proficiency Test N3 standard obtain graduation credits for Japanese courses, and students who meet the Japanese Language Proficiency Test N2 standard obtain degree credits for Japanese courses). Candidates with minor language majors should fill in the form carefully. Please refer to our school’s admission brochure for details on the classification of foreign language and non-foreign language majors.
Article 16 Candidates who apply for our school as their first choice, without counting additional scores, and whose original score in the college entrance examination reaches 610 points, and whose total score in the college entrance examination is 80 points higher than the local undergraduate score line, and who is ranked among the top 5 students admitted by our school in the province's liberal arts and sciences, can receive the Tiancai Freshman Scholarship. Provinces whose college entrance examination scores do not implement the full score of 750 will be screened after being converted to 750 points. For specific regulations, please refer to the "Tianjin University of Finance and Economics Tiancai Freshman Scholarship and Outstanding Freshman Assessment Methods."
Article 17 Our school will send the admission notice after receiving the list of admitted candidates approved and filed by the admissions office of each province. The admission notice will be sent by express delivery.
Article 18 For general candidates in Jiangsu Province, those whose academic proficiency test scores reach 2B in optional subjects, 4C in required subjects, and pass technical subjects are eligible to apply for our school. The requirements for candidates’ elective subjects in different majors shall be subject to the announcement of our school’s enrollment plan. For advanced candidates, admission will be sorted according to the method of “score first, then grade”.
Article 19 For Tianjin general candidates, those who have obtained A (hereinafter referred to as 8A) in the eight subjects of Chinese, Mathematics, Physics, Chemistry, Biology, Politics, Geography, and History in the Tianjin Ordinary High School Academic Proficiency Test, and those who apply for our school as undergraduates and rank in the top 5% of their application scores, can satisfy their first choice of major, and can also enter our school's teaching reform experimental class.
When processing the withdrawal process, when the college entrance examination scores are the same (for example, the submitted scores are both 520 points), the following conditions are compared in sequence: (1) Compare the number of A grades in the academic proficiency test. If the number of A grades is the same, then compare the number of B grades, and so on. For those with poor academic proficiency test scores, (2) If the academic proficiency test scores are the same, the comprehensive quality evaluation results will be compared, and the candidates with poor comprehensive quality evaluation results will be declassified; (3) If the comprehensive quality evaluation results are still the same, the total English and mathematics scores in the college entrance examination results will be compared, and the candidates with lower scores will be declassified.
Chapter 5 Follow-up Management
Article 20 Freshmen admitted in accordance with national admissions regulations shall, with their admission notice, go to the school to complete the admission procedures in accordance with the relevant requirements and prescribed deadlines of the school. Those who cannot enroll on time for some reason should ask for leave from the school. Those who fail to apply for leave or who apply for leave overdue will be deemed to have given up their admission qualifications, except for legitimate reasons such as force majeure.
Article 21 After new students are admitted, the school will conduct a qualification review and physical review of the new students in accordance with the relevant regulations of the Ministry of Education. Those who fail the examination will be dealt with by the school according to the situation, until the admission qualification is cancelled. The school manages according to the Tianjin University of Finance and Economics Student Handbook and other rules and regulations such as the "Tianjin University of Finance and Economics Student Status Management Regulations"; it trains students according to the teaching plan. Students must stay in student apartments while on campus, and smoking and drinking are strictly prohibited.
Article 22 For candidates who are admitted to multiple majors but have not yet been assigned a major when they enroll, they will be divided into majors during the semester based on their preferences, test scores, comprehensive quality assessment, etc.
Article 23 Students can study for a double bachelor's degree or a minor major while they are in school; if they meet the prescribed conditions, they can apply for exchange of majors and minors.
Article 24 The teaching reform experimental class is the base for our school to carry out teaching reform, comprehensively implement quality education, teach students in accordance with their aptitude, cultivate outstanding talents and build an excellent academic style. The school selects outstanding freshmen every year to form an experimental class for educational reform. Students in the educational reform experimental class are not divided into majors and study intensively for two years. After two years, if their grades meet the standards, they can freely choose their major. If you complete the courses specified in the teaching plan in three years of study and achieve excellent results, you can graduate early.
Article 25 The school shall, in accordance with relevant regulations, help students with financial difficulties complete their studies through the establishment of scholarships, national student loans, work-study assistance, tuition exemption and other funding measures.
Article 26 Students who complete the required studies and meet the graduation standards will be awarded a full-time general higher education diploma from Tianjin University of Finance and Economics; graduates who meet the conditions for bachelor's degree awarding from Tianjin University of Finance and Economics will be awarded a bachelor's degree and a degree certificate.
Chapter 6 Supplementary Provisions
Article 27 This charter only applies to our school’s general undergraduate admissions in 2015.
Article 28 Our school’s examination subject requirements and comprehensive quality files for admissions to majors (categories) in Shanghai and Zhejiang in 2017 shall be subject to the announcements by the education admissions and examination departments of the two places and the official website of our school.
Article 29 This charter has been reviewed and approved by the school’s admissions leadership group and submitted to the superior authority for review.
Article 30 This Article of Association shall come into effect upon its promulgation. All previous policies and regulations regarding undergraduate admissions of our school that are inconsistent with this Charter will be abolished and the provisions of this Charter shall prevail.
Article 31 During the enrollment consultation process, the opinions and suggestions of our school’s consultants are only used as a reference for candidates to fill in their application, and do not constitute the school’s admission commitment.
Article 32 The Tianjin University of Finance and Economics Admissions Office is responsible for interpreting these regulations.
