At the same time, there is also good news. Yesterday, Xi'an Real Estate Registration released the fourth batch of communities that can apply for property rights registration on their own. The fourth batch includes 18 communities. So far, a total of 56 projects in Xi'an can apply for self-transfer registration of commercial housing ownership.
The latest progress of 19 communities that have difficulties in obtaining certificates has been exposed simultaneously. Some communities have stepped up efforts to solve the problem of obtaining certificates. It is believed that there will soon be fewer and fewer communities without certificates.

In order to solve the people's livelihood pain points of "difficulty in obtaining the certificate" and "delay in obtaining the certificate", on November 21, 2021, the Xi'an Municipal Bureau of Natural Resources and Planning issued the "Announcement on Promoting Home Buyers' Self-Application for Commercial Housing Ownership Transfer Registration" (hereinafter referred to as the "Announcement"), which gives house buyers the right to apply for commercial housing ownership transfer registration on their own, which will be implemented from January 1, 2022.
The launch of the "Announcement" aims to speed up the solution to the problem of commercial housing certificates that have not yet been registered for the first time.
An important point needs to be drawn here: first registration refers to the first registration of real estate rights. For projects that have not yet gone through the contract online signing and filing process, or the development company has registered for the first time but has not yet applied for a real estate certificate, home-buying customers cannot apply for a property certificate on their own.
So far, 4 batches of 56 communities have been released that can apply for property rights certificates on their own. The list is as follows:

In addition, there are many projects in Xi'an that are like this, such as Evergrande Metropolis Plaza, Chunxiao Huayuan, Hi-tech Fifth Quarter, Hengtian International City, etc. According to incomplete statistics, there are more than 100 residential real estate certificates in Xi'an that have yet to be processed. The announcement of four batches of projects that can be self-certified will largely affect properties that have been unfinished for a long time or are difficult to obtain certificates.

Current progress: After investigation, the construction unit of this project has not applied to the real estate registration department for the first registration of house ownership.
It is understood that the project has not yet completed planning acceptance and completion acceptance. At the same time, the project has been registered as a mortgage for construction in progress and has not been canceled so far.
After the project has completed planning acceptance, completion acceptance, title investigation and data filing, you can apply for the first house registration. After the initial registration of the house is completed and the mortgage registration of the project under construction is cancelled, the construction unit and the owner shall jointly apply for house transfer registration.
Hai Jing Nuannuan

Current progress: Haijing Nuannuan's house is an urban reform project. Due to legacy issues such as land supply, the project has not yet applied for a land certificate, resulting in the inability to apply for a real estate certificate. The Economic Development Zone is advancing the project procedures in accordance with the work arrangements of the municipal government. At present, the land for this project has been included in this year's land supply plan, and illegal investigation and punishment before land supply, planning conditions confirmation and other work have been completed. The Economic Development Branch of our bureau will cooperate to speed up the land supply procedures, sign the land use right transfer contract in a timely manner, apply for the land use right certificate, and make every effort to promote the application of the real estate certificate for the project.
Hongji New Town Qinyuan

Current progress: Hongji New City Qinyuan Project is a heritage project in Yanta District. It has completed its first registration. It is recommended that you contact the development and construction unit and go through the transfer registration procedures after paying relevant taxes and fees.
Chunxiao Huayuan
Current progress: The "Chunxiao Huayuan" commercial housing project in Lianhu District, Xi'an City, invested and constructed by Xi'an Jinyuan Real Estate Co., Ltd. This project is located at No. 36 Tuanjie West Road, Lianhu District, Xi'an City. After verification, it was found that the real estate certificate could not be processed because there were insufficient parking spaces for the planned number of parking spaces and it did not meet the planning acceptance conditions. The project is being rectified. Our bureau has urged the developer to come to our bureau to apply for planning condition verification as soon as possible after meeting the planning acceptance conditions.
Haina Yiyuan Community
Current progress: The Haina Yiyuan community project has only obtained a land use certificate. It has not completed planning, construction, sales and other approval procedures. It is not allowed to be sold and cannot apply for a real estate certificate.
Lijun Future City Phase I
Current progress: The first phase of Lijun Future City is a Weiyang District Heritage Project in 2021. The Weiyang District Heritage Office has completed the process in accordance with the procedures, and the project has completed its first registration.
The First City of Kaiyuan
Current progress: The "five certificates" of the Kaiyuan First City project are complete, and the planning acceptance of Buildings 8 and 9 has been completed. Because the actual measurement reports of Buildings 8 and 9 have expired, they need to be re-applied. The development and construction unit has applied for an extension to Xi'an Real Estate Surveying Office Co., Ltd. on December 15, 2021. Xi'an Real Estate Surveying Office Co., Ltd. has accepted the application and is reviewing it.
Weiyang Jincheng Community
Current progress: The Weiyang Jincheng Community you reported is the Longji Capitol Hill Project (North District). The buildings developed by Long Kee Capitol Hill (North District) will obtain the completion registration form in batches and obtain the big certificate in batches, and then apply for the property ownership certificate (property certificate) for each household. All sub-item acceptances of the currently completed buildings in Capitol Hill (North District) have been completed. Among them, the development buildings A4, A6, A7, A8, and A9 have completed planning acceptance, and Building A8 has obtained the archives receipt. Due to a debt dispute between the developer and the general contractor, Building A9 has not yet been able to submit information to the archives. Since Buildings A8 and A9 belong to the same planning batch, the quality inspection filing for Building A8 cannot be completed independently. After Building A9 obtains the receipt from the archives, the quality inspection filing and completion filing form must be processed at the same time, and then the certificate can be applied for. At present, this project has been included in the scope of Weiyang District heritage projects. Relevant district and street departments will urge developers to properly handle relevant conflicts and disputes as soon as possible and speed up the progress of project procedures.
Xuanwu Garden
Current progress: Xuanwu Garden Community is located at No. 79, the middle section of Xuanwu Road, Weiyang District, Xi'an City. The construction unit is Xi'an Liming Real Estate Development Co., Ltd. The project is divided into two phases. The first phase was delivered for use at the end of 2007, and the second phase was delivered for use at the end of 2009. After verification, Xi'an Liming Real Estate Development Co., Ltd. has not yet applied for special inspections such as civil air defense, planning, and energy conservation in the community, and it does not yet meet the conditions for real estate registration. The Qujiang Branch of our bureau has been contacting Xi'an Liming Real Estate Development Co., Ltd. to handle the above acceptance procedures as soon as possible. The Daming Palace Protection Office has also contacted Xi'an Liming Real Estate Development Co., Ltd. to urge it to connect with the special acceptance department as soon as possible and actively promote the acceptance work. At the same time, our branch also recommends that Xi'an Liming Real Estate Development Co., Ltd. consider applying to the local government to handle the real estate registration procedures for owners in accordance with the "disposal of legacy" policy based on the actual situation of the project.
Yayi New Town
Current progress: The construction unit of Yayi New City Community has completed the first real estate registration by the end of 2021, and is currently coordinating the real estate transfer registration work with the Lianhu District Housing and Urban-Rural Development Bureau and the Municipal Real Estate Registration Service Center.
Liyuan Mansion
Current progress: The Liyuan Mansion project is located on Liyuan Road, Weiyang District, and is part of the Lixiahao Village urban reform project. This project is a legacy project in Weiyang District. According to the "Xi'an Weiyang District Work Plan for Handling the Legacy Issues in Housing Certification" and the "Implementation Plan for Promoting Handling the Legacy Issues in the Acceptance of Basically Qualified Residential Projects", the project's "Weiyang District Legacy Issues Project Declaration Form" has been stamped, and the relevant land procedures can only be handled after the final implementation plan is determined.
Ruifeng Xincheng
Current progress: Ruifeng Xinxin City is part of the commercial housing construction part of the Sanjiazhuang Village Urban Village Renovation Project, and the development entity is Xi'an Dongsheng Real Estate Development Co., Ltd. The houses that have been completed so far have not yet passed the completion acceptance.
Smart Beauty Town

Current progress: According to the notice of the "Xi'an Chang'an District Implementation Plan for Handling Legacy Issues in Real Estate Registration", the Smart Beauty Town project has been included in the district's legacy projects, and the district Real Estate Registration Bureau will lead the implementation of the project's real estate certificate processing. At present, the Wisdom Beauty Town project heritage management plan has been issued. According to the work arrangement, our center has notified investment companies to contact the capital regulations, housing and construction and other departments, submit relevant information as required, and handle real estate registration according to procedures.
In the next step, the District Urban Housing Renovation Center will cooperate with the District Real Estate Registration Bureau to handle real estate registration procedures for the masses as soon as possible in accordance with the relevant requirements of the documents.
Tianrun Garden

Current progress: The special inspection and acceptance of Tianrunjiayuan Resettlement Community in Sanfuwan has been completed. Actual testing and title investigation are currently underway. It is expected that the real estate certificate will be obtained within the year.
Oriental Garden

Current progress: After the completion of the resettlement work in the community, the Xincheng District Housing and Urban-Rural Development Bureau and Shaanxi Juquan Energy-saving Building Development Co., Ltd. immediately began to apply for house property rights certificates. After efforts, the first registration (commonly known as the "big certificate") of the 17 buildings in the community has been completed. However, due to the complicated household division issues, many departments, and long time. Relevant departments in Xincheng District will actively coordinate and strive to complete the registration of real estate divisions as soon as possible.
Shuangfu Xintiandi

Current progress: Regarding the real estate certificate matter, it is understood that the real estate development project of Shuangfu Xintiandi Urban Renovation Project has completed the five certificate procedures, and has obtained the construction project completion acceptance report, civil air defense and fire protection acceptance record, and opinion letter, etc. At present, the project unit is actively communicating and handling planning acceptance matters. After the planning acceptance is completed, completion filing and property rights registration will be initiated.
Tongquetai

Current progress: The project has applied to the Lianhu Branch of Resource Planning in January 2022 to be included in the project for disposal of legacy issues, and is currently being processed in accordance with the relevant procedures for handling legacy issues.
Xiguan Xinyuan, Jingyu Academy East District

Current progress: Xiguan Xinyuan is a Xiguan Village urban reform project and has now applied for a "Construction Land Planning Permit". In 2021, the project has started the land acquisition procedures in accordance with the requirements of the "Minutes of the Lianhu District Government's Special Meeting on Studying Issues Related to Land Procedures for the Xiguan Village Urban Reform Project" in 2021. At the end of December 2021, two land acquisition compensation and resettlement announcements have been completed. The process is currently being actively promoted in accordance with the procedures.
The East District of Jingyu Academy is a new village urban reform project. The resettlement building has four certificates and the development building has five certificates. This community has been included in Xi'an City's handling of the remaining issues of housing certificates in 2021. At present, the resettlement building has obtained the "Xi'an City's Declaration Form for Handling the Residual Issues in the Acceptance of Residential Projects", the "Xi'an City's Current Status Confirmation Form for Handling the Residual Issues from the Acceptance of Residential Projects", and the "Xi'an City's Housing Quality and Safety Inspection Appraisal Form for Handling the Residual Issues from the Acceptance of Residential Projects", and is currently measuring the area of each household. The development building has completed the initial registration of the house and applied for the real estate certificate.
Xilv Yidu Community
Current progress: Due to reasons related to early construction, the planning acceptance of this project has not been completed. At present, the Administrative Approval Bureau has contacted relevant departments to propose rectification suggestions to the developer and speed up planning acceptance matters. According to the relevant regulations on real estate registration, the community has not completed the completion acceptance filing procedures and does not have the conditions to apply for a real estate certificate for the house. After the developer completes the completion acceptance filing procedures and submits the application with complete application materials, the real estate rights registration procedures will be handled efficiently and legally in accordance with regulations.
