Wu Aihua, deputy director of the Student Department of the Ministry of Education, said that employment statistics are the basis for good employment work, especially the authenticity and accuracy of employment data, which is the bottom line of employment statistics work. In order to better do a good job in employment statistics, the Ministry of Education held a special meeting this year to further tighten the disciplinary requirements for employment statistics and strictly implement the "four no-nos" and "three no-nos." The "Four Don'ts" means that it is not allowed to force graduates to sign employment agreements and labor contracts in any way, it is not allowed to link the issuance of graduation certificates and degree certificates with graduates' signing of contracts, it is not allowed to persuade graduates to sign false employment agreements on the grounds of custody of household records, and it is not allowed to use graduates' internship and trainee certification materials as employment certification materials. The "three no's" are that specific indicators of destination implementation rates must not be unrealistically provided to universities and colleges, employment tasks must be assigned to counselors at higher levels, and a single destination implementation rate indicator must not be linked to the performance appraisal and merit evaluation of employment staff or counselors. These requirements were further emphasized by the Ministry of Education and made arrangements at the employment work conference.
At the same time, in order to do a good job in employment statistics, the Ministry of Education has further improved the system and methods of employment statistics: First, establish a graduate supervision and feedback mechanism. The Ministry of Education sends messages to students who have confirmed their graduation destination through mobile phone text messages or WeChat, reminding graduates to log in to the "24365 Employment Platform" and check their employment data in a timely manner. If it is inconsistent with the actual situation, they can report it directly. At the same time, the Ministry of Education and provincial education departments have all opened reporting hotlines and emails to accept reports on graduates’ employment problems and strengthen social supervision. The second is to establish a data comparison and verification mechanism for employers. For the employers that graduates go to, the Ministry of Education verifies and compares the contracted employers submitted by universities through authoritative channels such as the national government interface, and feeds back the problematic employer data to various localities for re-verification and reporting. The third is to establish a timely verification and processing mechanism. The Ministry of Education and local education departments regularly organize employment statistics data verification to verify clues to the problems reported by graduates one by one. We will resolutely investigate and deal with the universities and relevant individuals who report or find problems through verification. The fourth is to carry out third-party investigation. In the past two years, the Ministry of Education entrusted the National Bureau of Statistics to conduct a sample survey on the implementation of the destination of college graduates. This year, the Ministry of Education will continue to cooperate with the National Bureau of Statistics to conduct a sample survey on this year's employment data and verify and compare it with national statistical data.
