1. Tender conditions
This bidding project, the Zhongyuan District parking lot construction and urban comprehensive improvement project, has been approved for construction by the Zhengzhou Municipal Development and Reform Commission with Zhongyuan Development and Reform [2022] No. 82. The construction funds come from a combination of special bonds and district financial funds, with a capital contribution ratio of 100%. The bidder is Zhengzhou Zhongyuan Public Utilities Investment, Construction and Operation Co., Ltd. The project has met the bidding conditions and is now open to public bidding.
2. Project Overview and Bidding Scope
2.1 Project name: Cost consulting services for parking lot construction and comprehensive urban improvement project in Zhongyuan District, Zhengzhou City.
2.2 Construction location: Within the jurisdiction of Zhongyuan District, Zhengzhou City.
2.3 Construction scale: The project construction content mainly includes the construction of new public parking lots and the improvement and reconstruction of on-street parking roads. (1) New public parking lots: There are 5 new public parking lots with a total area of 201.26 acres. 1. 4 new parking lots, including Deqing Parking Lot, Ranqiu Parking Lot, Greentown Parking Lot and Street Parking Lot, will be built, covering a total area of 146.51 acres, divided into above-ground environment restoration and underground space development. The above-ground greening restoration mainly includes landscape projects, garden construction projects, irrigation projects, electrical projects, etc. There are 4 sales kiosks, 100 square meters of post stations, and 10 reserved advertising spaces. The total underground construction area is 143,784 square meters, the parking area is 133,929 square meters, and the construction area of other supporting service facilities is 9,855 square meters. There are 6,241 parking spaces, including 2,030 charging parking spaces, 51 reserved advertising spaces, and 11 gate advertising spaces. 2. The above-ground parking lot of the Western Suburbs Ecological Park covers an area of 54.75 acres. It mainly includes the renovation of the above-ground environment, setting up a leisure bar of 75 square meters, 150 above-ground parking spaces, and 4 reserved advertising spaces. (2) On-street parking road improvement and renovation: On-street parking spaces will be optimized and upgraded, adding about 500 on-street parking spaces. It also relies on the existing digital urban management system in Zhongyuan District to expand and upgrade, and improve smart urban management projects such as smart parking and video surveillance.
2.4 Bidding Scope: Prepare the bidding control price, bill of quantities, and coordinate with the Financial Review Center for review of the bidding control price.
2.5 Service period: from the date of signing of the cost consulting contract to the end of the construction bidding.
2.6 Quality requirements: The service behavior is legal and standardized, and the result documents are objective, fair, complete, clear, and comply with national and local norms and standards related to cost management and the requirements of the tenderer.
2.7 Division of bid sections: This tender is divided into 4 bid sections:
The first bidding section: 5 roads including Liuchangqian Street, manhole cover improvement project, road cavity repair project, partial water accumulation point renovation project in Zhongyuan District, western suburbs ecological park, smart urban management project;
The second bidding section: underground parking lot and above ground park-Ranqiu parking lot;
The third bidding section: underground parking lot and above ground park-Greentown parking lot;
The fourth bidding section: underground parking lot and above-ground park – street parking lot and Deqing parking lot.
3. Bidder qualification requirements
3.1 Enterprise requirements: Bidders must have independent legal personality and a valid business license.
3.2 Requirements for the project leader: The proposed project leader must have a national registered cost engineer certificate and a senior or above technical title in the relevant major (provide the project leader qualification certificate and professional title certificate); and sign a labor contract with the unit, and must provide 2022 Proof of pension insurance paid with our company for any 6 consecutive months since January 1, 2019 (subject to the query details form issued by the local social security department with the seal of the social security department or the online query page. The pension insurance certificate must be the overall payment list of the unit or the individual payment details).
3.3 Financial requirements: Provide a financial audit report audited by an accounting firm or audit institution in 2020 or 2021 (calculated from the date of establishment of a newly established enterprise).
3.4 Credibility requirements: The bidder has not been ordered to suspend business, has had its bidding qualifications cancelled, or has its property taken over, frozen or bankrupt; it has not won the bid through fraud or serious breach of contract or major quality problems in the past three years, and has not had its bidding qualifications suspended by relevant departments and is within the suspension period.
3.5 Other requirements:
3.5.1 The bidder jumps to the "China Enforcement Information Disclosure Network" website (http://zxgk.court.gov.cn/sh) through the "Credit Service" – "Breach of Trustee" on the "Credit China" website (http://www.creditchina.gov.cn/) ixin/) to query the company; query the legal representative and proposed project leader through the "Personal Credit" – "Inquiry on the List of Dishonest Persons Subject to Enforcement" on the "Credit China" website (http://www.creditchina.gov.cn/), and provide an inquiry webpage. Those with records of dishonesty will be disqualified from bidding. (The inquiry webpage must display the inquiry date, which is after the date of obtaining the bidding documents).
3.5.2 The bidder must promise that the enterprise, the enterprise's legal representative, and the person in charge of the proposed project will have no criminal record of bribery since January 1, 2020 (issue a commitment in a self-written format).
3.5.3 The person in charge of the unit is the same person or different units with holding or management relationships are not allowed to participate in the bidding for the same section. (Provide a screenshot of the "National Enterprise Credit Information Disclosure System" webpage query. The screenshot must at least show the published company information, shareholder or investor information).
3.6 This tender does not accept consortium bids.
4. Obtain bidding documents
4.1 Any bidder who is interested in participating should complete the relevant information of the market entity database, log in to the "Zhengzhou Public Resources Trading Center website (http://zzggzy.zhengzhou.gov.cn/TPBidder/)" from March 2, 2023 to March 08, 2023, and directly download the bidding documents with the enterprise CA lock. 5. Submission of bid documents
5.1 Deadline for submission of bid documents and bid opening time: 10:00 on March 22, 2023. Electronic bidding documents (*.ZZTF format) must be encrypted and uploaded before the bidding deadline.
