"It is necessary to do a good job in the 'second half' of case quality evaluation, strengthen rectification and rectification, and guard the solid defense line of case quality." Recently, the relevant person in charge of the Case Trial Office of the Liuzhou Municipal Commission for Discipline Inspection and Supervision said at a grassroots unit case quality evaluation feedback meeting.
The Liuzhou Municipal Commission for Discipline Inspection and Supervision has deepened the action to improve the quality of cases. From aspects such as improving the quality of case filing, improving the evaluation mechanism, and cultivating talents, it has further specified standards and consolidated responsibilities, promoted the standardization, legalization and regularization of case trial work, and made every effort to ensure the overall improvement of the city's case quality.
Intervene in advance and provide precise guidance to control the source of case quality. The Municipal Commission for Discipline Inspection and Supervision strengthens front-line supervision and front-line services, and intervenes in major, difficult, complex, and new cases as soon as they are filed, providing targeted guidance for case handling departments on the basis for filing cases, characterization of facts, direction of evidence collection, and procedural compliance, so as to prevent the occurrence of "a few cases" and "accidental cases."
Last year, when handling a new type of corruption and hidden corruption case in which Peng, the general manager of a municipal platform company, used market methods to channel interests, the trial department conducted an in-depth review and investigation on the front line from the beginning of the case filing, and guided the review and investigation office to detail the evidence collection work on Peng's violation of work disciplines and suspected bribery crimes, so that the new type is not "new" and the hidden is difficult to "hide", so that you can say "no" with confidence and say "go" with a basis. In the end, the evidence collection guidelines for this case were promoted throughout the district.
Carry out full-process evaluations to improve the quality and efficiency of handling cases in accordance with disciplines and laws. The Municipal Commission for Discipline Inspection and Supervision has established and improved the case quality supervision and inspection mechanism, made good use of the "three-item management" (problem list, rectification list, and responsibility list), revised the case quality evaluation standards and scoring rules, established a classified and hierarchical quality evaluation system, organized 5 rounds of concentrated spot inspections and 14 small evaluations on cases concluded in the past three years, and carried out "one case double evaluation" for cases of official crimes committed by municipal cadres to ensure that the case trials are accurate, appropriate and can withstand inspection. In 2025, 25 cases will be selected as excellent cases in the city, and 3 cases will be rated as excellent cases in the autonomous region.
While conducting actual case evaluations, the city's Discipline Inspection and Supervision Committee used the evaluation results to strengthen guidance and assistance to counties and districts, promoting counties and districts to evaluate and learn from each other's cases, learn from each other's strengths, improve capabilities and quality, and demonstrate "trial conduct."
Not long ago, three cadres who were deeply involved in the handling of major cases at higher levels returned to work. They were responsible for quality control and answering questions about difficult cases in the areas they contacted. They taught their work experience to grassroots trial cadres in batches to help improve their ability to solve complex problems.
To improve the quality of trials, talent is the key. The Municipal Commission for Discipline Inspection and Supervision has established and put into good use a trial talent pool. By selecting personnel, orderly arranging job rotation training and group trials for cadres, it has discovered and trained a group of backbones in the trial business. Pay close attention to the shortcomings of the trial work and the learning needs of the city's trial cadres, and implement a "one-on-one" tutoring mechanism to help new cadres learn to draw inferences from one example while "dissecting a sparrow", and improve their accurate grasp of policies and thorough application of discipline and law through in-depth study.
