Recently, the Executive Bureau of the People's Court of Longzihu District, Bengbu City held a key meeting to build consensus and boost morale – President Wei personally visited the front line of enforcement work and chaired a special meeting on enforcement work. The meeting focused on the current pain points and difficulties in the field of execution, and with the determination to cure the poison and the practical measures, it injected strong impetus into comprehensively improving the quality and efficiency of execution and forging a strong execution team.

1. Strictness should be the top priority, and the style of work should be rectified to build a solid foundation for integrity.
Dean Wei pointed out clearly that the style and image of the enforcement team are directly related to the credibility of the judiciary. We must directly attack the stubborn problems and use our rectification sword to deal with the five major problems that are of great concern to the provincial party committee and the central government: "illegal eating and drinking", "illegal acceptance of gifts and gifts", "harming the interests of the masses", "non-responsibility and inaction" and "formalism increasing the burden on the grassroots". All enforcement officers are required to conscientiously study the eight regulations of the Central Committee, improve their political stance, put the interests of the masses first, take responsibility as a role to eliminate the problems of passive and selective enforcement, replace red tape with pragmatism and efficiency, and let the enforcement power operate in a standardized manner under the sun.
2. Data serves as a mirror and precise efforts are made to break through quality and efficiency bottlenecks.
The enforcement court reported to President Wei the enforcement data of our hospital in the past six months, using detailed data as a "stethoscope" to analyze the current status of enforcement in depth: 77% of enforcement is in place, the enforcement completion rate is 43%, and the average case completion time is 82 days. Six of the seven long-term open cases have been held for more than six months due to asset disposal and auction, and the pressure of more than 600 pending cases is clearly visible. This is not only proof of past efforts, but also the direction of future efforts. Dean Wei requested that the overall situation focus on key indicators and speed up the clearing of backlog of cases with the spirit of "nailing", especially focusing on the "hard bones" such as difficulty in exiting and slowing down auctions, etc., so as to respond to the people's ardent expectations for fairness and justice in a shorter cycle and with higher efficiency.
3. Intelligent voice and three-dimensional communication reshape the image of the judiciary
Publicity is an important bridge to win understanding and support. Dean Wei emphasized that publicity work requires both "breaking circles" and "keeping integrity": internally, we should deeply tap talent potential, build a professional team, use real execution cases as a blueprint, produce refined short videos, and use platforms such as Douyin to vividly popularize the law; externally, we should deepen "online business tours" and on-site visits to demonstrate the court's responsibility in serving enterprises and escorting development. At the same time, we must grasp the publicity standards, avoid suspicion of "showing off", strictly implement the police uniform dress code, and maintain the solemn image of the team in every detail.
4. Iron rules address the root cause, and strict process control protects the bottom line of fairness.
In the aspect of case payment and preservation related to the core rights and interests of the parties, Dean Wei has deployed a strict "safety net": case payment collection implements "double signing" and a complete record-keeping system, and establishes a dedicated specialist and monthly reconciliation mechanism to ensure that "everything is returned to the warehouse"; in the preservation work, detailed ledger management is implemented, and 20 days in advance are given for renewal matters to prevent damage to rights and interests due to omissions. The meeting reaffirmed the iron law of "leaving traces everywhere" – from the follow-up in the work log group to the word-for-word review of documents, from the implementation of 110 standard police dispatch to the active avoidance of relevant parties, with the certainty of leaving traces throughout the entire process to compress the room for arbitrary power.
5. Work together to draw a new picture for implementation
At the end of the meeting, President Wei used a sonorous voice to build an overall consensus: Implementing standardization is the lifeline, and "leaving traces everywhere" is its solid foundation. Only in this way can we reshape our image and win the hearts and minds of the people. The dean solemnly promised to work hard to solve the practical difficulties faced by the Executive Board and provide solid support for front-line police officers. He called on all enforcement personnel to think in one place and work hard in one place, to comprehensively improve the quality and efficiency of enforcement with a sense of urgency and a sense of responsibility that no one else can do but strive to set benchmarks and win honors in the provincial and municipal court systems, and write a new chapter for the judicial credibility of Longzihu District!
This meeting is not only an inspection meeting to analyze the problem, but also a mobilization order to reorganize and start again.
