Chen Jixing emphasized that we must pay close attention to the expansion of social security collection and payment, constantly improve and standardize various management systems of social security funds, and improve social security service levels and security capabilities. According to reports, in recent years, our city has attached great importance to the management of social insurance funds, starting from aspects such as improving system construction, improving the overall level of coordination, and improving the level of benefits, and has effectively done a good job in the collection, management, supervision, and value preservation and appreciation of the funds, ensuring the balance of revenue and expenditure and the safe operation of the social security funds. Since August 2010, our city has fully realized municipal-level coordination of basic pension insurance for enterprise employees; since December 2010, it has realized municipal-level coordination of basic medical care, unemployment, work-related injury, and maternity insurance, and has achieved unified policies, unified payment bases, unified payment proportions, unified calculation and payment methods, and unified information systems throughout the city, which has improved the level of social security coordination and further enhanced the risk-resistance ability of our city's social security funds.
The provincial research team went to the city's high-tech zone for on-site inspections and held discussions with company employees to understand their opinions and suggestions on corporate social security; it also went to Dongyuan County to inspect agricultural insurance agency outlets to understand the development of new rural insurance in rural areas. Chen Jixing carefully listened to the reports and opinions and suggestions put forward by the relevant departments of the city, and fully affirmed the city's efforts in achieving unified policies, unified payment bases, unified payment ratios, unified calculation and payment methods, unified information systems, and improved the level of social security coordination. He believes that Heyuan is a mountainous city, and the municipal party committee and municipal government attach great importance to social security work. They have done a lot of effective work in improving the level of social security coordination, continuing to promote the expansion of social security fund collection, and stricting the social security fund adjustment mechanism. This has ensured the balance of revenue and expenditure of social security funds, and the service level and security capabilities of social security have been continuously improved.
Chen Jixing put forward three opinions on how Heyuan can further improve the management of social security funds. First, effective measures must be taken to ensure the expansion of social security fund collection. It is necessary to further raise awareness, regard social security work as a matter related to people's livelihood, social stability, and the overall economic development of the city, and effectively strengthen leadership and implement responsibilities. It is necessary to further increase publicity efforts, make every employee of an enterprise aware of the benefits of participating in insurance, and implement the enterprise's sense of responsibility for participating in insurance for employees. It is necessary to establish a coordination and cooperation mechanism between the party and government, taxation, human resources and social security, industry and commerce, finance and other departments to form a situation of joint management and improve service levels. Special inspections of social security fund management should be carried out frequently to further improve and standardize the supervision and management mechanism of social security funds. The second is to appropriately reduce the payment base and payment ratio of social security funds and further optimize the payment structure of social security funds. The third is to strengthen the supervision of medical insurance funds and improve the level of supervision.
