On the afternoon of December 28, the eighth meeting of the Municipal Party Committee’s Finance and Economics Committee and the meeting of the city’s “14th Five-Year Plan” leading group meeting were held. The meeting listened to reports on the "14th Five-Year Plan" and the outline of long-term goals, indicator systems and special plans for 2035. It was pointed out that it is necessary to thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference, strengthen benchmarking, grasp the new stage, new concepts and new patterns, implement the municipal party committee's "14th Five-Year Plan" recommendations, prepare a "14th Five-Year Plan" with the characteristics of the capital, align with the national "14th Five-Year Plan" outline, and strengthen the connection with Beijing's urban master plan. Further arrange indicators, make good use of this "baton", put more energy into optimizing the economic structure, improving the quality and efficiency of development, better plan and promote important tasks such as the "two districts", international science and technology innovation center, global digital economy benchmark city, and international consumption center city, take the lead in exploring and building a new development pattern, and promote high-quality development during the "14th Five-Year Plan". It is necessary to further focus on detailed implementation and simultaneously promote the preparation of district plans, special plans, and action plans. Special planning must strengthen cross-departmental coordination, action plans must be project-based, launch a number of special actions, and implement a number of key projects to ensure that the "14th Five-Year Plan" gets off to a good start.
The meeting heard reports on the city's 2020 budget implementation, the use of local government special bonds, and the preliminary arrangements for the 2021 municipal budget. It was pointed out that relevant departments in all districts should pay attention to the construction of tax sources, improve the accuracy of service enterprises, actively cultivate new financial resources, and stabilize existing financial resources. It is necessary to establish the idea of living in a "tight life", insist on ensuring and suppressing, focus on key tasks such as "three guarantees", scientific and technological innovation, and the construction of "two districts", and make coordinated use of financial resources. Make good use of special bonds to consolidate the main responsibilities of the district government and strengthen project scheduling. Establish a mechanism for the adjustment and use of bond funds to resolutely prevent government debt risks.
