After receiving the dispatch order, deputy squadron leader Tan Jinping led the team to the accident scene immediately. After arriving at the accident scene, it was still dark and the visibility was low. Most of the floodwater had already poured into residents' homes. Residents in the first-floor community were severely affected. Many residents who were sleeping did not realize that the floodwater was about to reach their doorsteps. After learning about this situation, Comrade Tan Jinping immediately led the firefighting officers and soldiers on the scene into the community to knock on the door of the affected residents on the first floor to remind everyone to evacuate as soon as the water level was not too deep.
Since most of the residents in the community are elderly people with mobility difficulties, Tan Jinping immediately ordered help for the elderly people with mobility difficulties and older people, and asked the firefighting officers and soldiers on site to carry the elderly people to a safe area at the entrance of the community. At around 5:10 in the morning, after all the remaining forces of the squadron arrived at the scene, Tan Jinping led the soldiers to use kayaks to rescue and evacuate areas with deep water levels, and notified all vehicle residents to immediately move the vehicles parked in the community to a safe area. After the entire community was evacuated, Tan Jinping immediately led the firefighting officers and soldiers on site to rescue the trapped people and property in the community.
At around 9:15 a.m., the water level had risen to waist level, making it impossible for the trapped people to evacuate safely. Tan Jinping led the firefighting officers and soldiers on the scene to carry out the elderly, women, and children in the community one by one. At around 9:25, we received news from an enthusiastic person present that an elderly man in his 80s was trapped in his home. The flood had spread to the elderly man's bedside. The situation was very critical. He hoped that fire officers and soldiers would go to rescue the elderly man immediately.
After hearing the news, Tan Jinping immediately went to the trapped elderly man's home. On the way, I learned that the old man had no children and his family was very poor. He usually made a living by picking up garbage. Because he was afraid that he would have nothing to eat after leaving home, he stayed at home until his neighbors saw that the flood had entered the old man's home and asked the fire officers and soldiers for help. When we arrived, we found that the old man's home was located far away, and the deepest point of the flood had reached his waist. Due to the heavy rain, the entire residential area had lost power, which affected the vision in the dark corridor, making it difficult to see the obstacles in front of him, making it very dangerous to enter and exit.
Tan Jinping led the soldiers to grope forward through waist-high floodwaters, and finally found and entered the old man's home to rescue him. After patient persuasion by the fire officers and soldiers, the old man who originally wanted to protect his property finally agreed to leave. Tan Jinping immediately carried the old man to a safe area. At 9:45, after unremitting efforts, the old man was finally safely delivered to a safe area at the gate of the community. Although the old man was out of trouble, Tan Jinping still cared about the old man's life and asked the street and community workers to take good care of the elderly's dietary problems. After placing the old man, Tan Jinping immediately returned to the intense rescue work.
By around 12:50 noon, the water level had dropped to a safe level and all trapped persons had been evacuated. During the entire rescue process, no matter how sleepy or tired they were, Tan Jinping and the officers and soldiers he led did not complain or complain, and continued to fight on the front line. This operation rescued 60 trapped people and evacuated 300 trapped people. The rescue operation ended successfully without any casualties.
