In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on strengthening plastic pollution control, in accordance with the "Opinions on Further Strengthening Plastic Pollution Control" (Fagai Huanzi No. 80), the "Notice on Solidly Promoting Plastic Pollution Control Work" (Fagai Huanzi No. 1146) and the "About Issuing the Key Work Arrangements for Plastic Pollution Control in Anhui Province from 2023 to 2025 and the Anhui Province Plastic Pollution Control 2023 "Notice on the Main Points of Work in the Year" (Wan Fa Gai Huan Zi No. 238) and other work requirements to further strengthen plastic pollution control. In accordance with the relevant provincial and municipal work arrangements and combined with the actual work of our city, the two bureaus decided to jointly carry out a city-wide special action on plastic pollution control in 2023 from October to December. The relevant matters are hereby notified as follows:

1. Action goals

In accordance with the requirements of the "Notice on Solidly Promoting Plastic Pollution Control" (Fagai Huanzi No. 1146), and in accordance with the "Refined Standards for the Management of Prohibited Limits on Relevant Plastic Products" (2020 Edition) and the "Bengbu City Plastic Products Prohibited Catalog", comprehensive inspections and inspections will be carried out on the production, sales, and use of disposable non-degradable plastic products, and severe crackdowns on the production, sale, and use of non-degradable disposable plastic products in violation of regulations will be carried out to ensure that the target tasks are completed as scheduled.

(1) The production and sale of ultra-thin plastic shopping bags with a thickness less than 0.025 mm and polyethylene agricultural mulch films with a thickness less than 0.01 mm are prohibited throughout the city;

(2) A city-wide ban on using medical waste as raw materials to manufacture plastic products;

(3) The production and sale of disposable foam plastic tableware, disposable plastic cotton swabs (excluding related medical devices), and daily chemical products containing plastic microbeads is prohibited throughout the city;

(4) The use of non-degradable plastic bags is prohibited in shopping malls, supermarkets, pharmacies, bookstores and other places, as well as catering takeout services and various exhibition activities in the city (excluding plastic pre-packaged bags, rolled bags, fresh-keeping bags, etc. used for bulk fresh food, cooked food, pasta and other commodities for hygiene and food safety purposes), and the use of non-degradable plastic bags is regulated and restricted in fair markets;

(5) The city-wide catering industry prohibits the use of non-degradable disposable plastic straws, knives, forks and spoons (excluding disposable plastic tableware used for pre-packaged food);

(6) Star-rated hotels, hotels and other places across the city will no longer proactively provide disposable plastic products. They can provide related services by setting up self-service purchase machines and providing refillable detergents.

2. Scope of rectification

(1) Strengthen supervision and inspection of the production and sales of products with plastic bans and restrictions.

Carry out quality supervision and inspection of plastic products, and investigate and deal with the production and sales of ultra-thin plastic shopping bags with a thickness less than 0.025 mm and polyethylene agricultural mulch films with a thickness less than 0.01 mm in accordance with the law; carry out law enforcement work on disposable foamed plastic tableware, disposable plastic cotton swabs, and daily chemical products containing plastic microbeads that are included in the elimination product catalog. (2) Strengthen the supervision and management of plastic bans and restrictions in commercial areas such as commodity retail establishments.

3. Work measures

(1) Carry out supervision and inspection of plastic product production and circulation enterprises. Conduct comprehensive inspections of enterprises that produce and sell plastic products and daily chemical products within the jurisdiction, improve enterprise supervision accounts, carry out publicity on plastic bans, and urge enterprises not to produce or sell plastic products listed in prohibited or restricted catalogs. (2) Monitor products sold online. Strengthen the monitoring of prohibited and restricted plastic products sold online, and carry out quality supervision and random inspections of products sold online. It is discovered that plastic products are banned or restricted from online sales, and illegal transaction information is urged to be removed from the shelves (deleted, blocked). (3) Carry out product quality supervision and random inspections. Combined with the annual supervision and spot inspection plan, in accordance with the principle of "double randomization and one disclosure", we will increase the intensity of supervision and spot inspection, and implement follow-up spot inspections of unqualified enterprises. We will do a solid job in the post-processing of problematic enterprises and problematic products found in random inspections, and inspect the implementation of rectifications of key enterprises and key issues to form a closed-loop supervision. (4) Supervise and inspect the business field. In accordance with the requirements of the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" and the "Measures for the Administration of the Use and Reporting of Disposable Plastic Products by Business Operators", daily supervision and inspection of the implementation of national prohibited and restricted use regulations and the use and recycling reporting activities of business operators in their business activities are carried out. If an operator is found during the inspection to have failed to comply with national prohibitions and restrictions on use, the local commerce department at or above the county level will order it to make corrections within a time limit. If it fails to make corrections within a time limit, the relevant information will be transferred to the market supervision department at the municipal (same) level for investigation. 4. Relevant requirements

(1) Improve political standing. Market supervision and commercial and foreign affairs departments at all levels in the city must improve their political stance, effectively implement the "plastic ban and restriction" order, strictly investigate the illegal production, operation, and use of disposable non-degradable plastic products that are prohibited and restricted in the catalog, and promote the use of degradable plastic products.

(2) Carry out supervision and inspection. The market supervision and commerce and foreign affairs departments must formulate supervision and inspection plans respectively, carry out full-coverage supervision and inspection of production, circulation enterprises and operators in the commercial field, increase the frequency of inspections of problematic enterprises and problematic products discovered during supervision and inspection, urge the rectification of problems, and promptly hand over supervision information to form a closed loop of work.

(3) Strengthen law enforcement. The first is to strengthen law enforcement on excessive packaging of commodities, increase comprehensive law enforcement on bans and restrictions on plastic products, strictly investigate and punish the production, sale, and use of non-degradable plastic products, and severely investigate and punish false labeling and false labeling of degradable plastic products; second, strengthen internal coordination to achieve efficient supervision and law enforcement. In connection with this, special law enforcement will be carried out in key areas based on the analysis and judgment of spot inspection results. Enterprises that refuse to accept supervisory inspections and supervisory spot inspections must be severely dealt with in accordance with the law. Third, problems discovered in the production and sales links or problems handed over by the commercial department must be investigated and dealt with in a timely manner in accordance with the law, and the sources must be tracked and traced.

(4) Strengthen guidance and training. The city's commercial and foreign affairs and market supervision departments must form a joint force to strengthen counterpart business guidance and overall planning for counties and districts, supervise and combine actual conditions, highlight work priorities, strictly implement various tasks, pay close attention to case investigation and handling, and seriously deal with illegal business activities. For counties and districts that have not paid enough attention and have failed to rectify, methods such as interviews, notifications, and exposures must be adopted to consolidate local supervision responsibilities.

(5) Strengthen publicity and exposure. First, make full use of newspapers, radio, television, WeChat public accounts and official Weibo to extensively carry out plastic ban and restriction work and policy publicity. The second is to print promotional posters and other promotional materials and post them in prominent locations in production and sales enterprises, shopping malls and supermarkets, farmers' and agricultural markets, pharmacies, catering units and other places, and conduct extensive publicity campaigns to ban plastics and promote the use of biodegradable plastic products to enhance the public's understanding of plastic pollution and guide the public to develop good green consumption habits. The third is to strengthen the publicity and case exposure of policies and related standards for plastic products that are included in the prohibited and restricted catalogs, enhance environmental awareness, advocate the concepts of green, low-carbon, and conservation, and create a favorable atmosphere for the ban on plastic products.

(6) Improve inspection capabilities. Accelerate the construction of the national bio-based inspection and testing center. Find ways to solve the problems of long testing time and low efficiency in the universal testing method standard for biodegradation performance, and meet the needs of industry development and supervision and law enforcement capabilities.

(7) Handle complaints and reports in accordance with the law. Give full play to the role of 12315 and 12345 platforms to strengthen the acceptance, transfer and supervision of complaints and reports related to plastic bans and restrictions.

(8) Regularly schedule and summarize progress. The Municipal Market Supervision and the Municipal Commerce and Foreign Affairs Bureau collect and summarize the progress of the system's special actions in the last month before the 5th of every month, and organize work scheduling meetings respectively to inform each other of the work progress. Before December 20, a summary of the overall situation since the launch of the special action will be reported to the relevant departments of the municipal government. The work status includes the issuance of documents, the results of special actions, the problem transfer directory, special action statistical tables, and typical cases and good experiences and practices formed during special actions.
