In order to meet the needs of our district's education system for high-level talents and teachers of urgently needed subjects, in accordance with the spirit of the "Personnel Management Regulations of Public Institutions", "Interim Measures for Public Recruitment of Staff in Public Institutions of Hebei Province", and "Notice of the General Office of the Human Resources and Social Security Department of the General Office of the Organization Department of the CPC Central Committee on the public recruitment of college graduates by public institutions in response to the impact of the new coronavirus epidemic", it is planned to recruit 20 teachers for public institutions from Capital Normal University and Hebei Normal University. The specific matters for this recruitment are now announced as follows:

1. Selection Principles

Adhere to the principles of having both ability and political integrity, democracy, openness, competition, and merit selection, implement open selection and hire on the basis of interviews and assessments.

2. Recruitment amount

A total of 20 teachers have been recruited for this project, all of whom are primary school teachers, including 10 Chinese teachers and 10 ethics and rule of law teachers. For details on the number of candidates and job conditions, please refer to the "Teacher Position Information Table for the 2022 Selection of Teachers at Capital Normal University and Hebei Normal University in Lunan District, Tangshan City, Hebei Province". When a position is vacant due to no one applying for it or no one being accepted, the position will be adjusted appropriately according to the order of Chinese language, ethics and rule of law.

3. Scope of Selection

Fresh graduates from Capital Normal University and Hebei Normal University with a bachelor's degree or above in 2022.

According to the "Implementation Measures for Publicly Funded Education for Normal College Students in Normal Universities Directly Affiliated to the Ministry of Education" (Guobanfa [2018] No. 75) forwarded by the General Office of the State Council to the Ministry of Education and other departments, free normal college students or publicly funded normal college students are not included in this selection.

4. Selection conditions

(1) Applicants should meet the following basic conditions

1. Possess the nationality of the People's Republic of China; no household registration limit is required.

2. Abide by the Constitution and laws, love education, and have good conduct and professional ethics.

3. Have the age, academic degree, professional and skill requirements that are suitable for the position selected.

4. Have a teacher qualification certificate of the corresponding academic stage or above that is consistent with the requirements of the position applied for (including those who have obtained the teacher qualification examination certificate). Affected by the epidemic, those who have not yet obtained a teacher qualification certificate can apply for the job with a valid certificate of passing the primary and secondary school teacher qualification examination or a passing score in the written examination (i.e., the "NTCE scores of the primary and secondary school teacher qualification examination", the qualifications for kindergarten, primary school, and secondary vocational teachers are the written examination scores of two subjects, and the teacher qualification certificates of junior high and high schools are the written examination scores of three subjects). Strictly "certify for employment", all proposed personnel must obtain primary, secondary and kindergarten teacher qualification certificates before going through the employment procedures.

According to Article 5 of the "Teacher Qualification Regulations": Citizens who have obtained teacher qualifications can serve as teachers in various schools and other educational institutions at the same level and below; however, citizens who have obtained the qualification of intern instructors in secondary vocational schools can only serve as intern instructors in secondary vocational schools, technical schools, vocational senior high schools or junior vocational schools. Senior middle school teacher qualifications and secondary vocational school teacher qualifications are interchangeable.

5. Age is generally 18 years old and above, 30 years old and below (born between March 30, 1991 – March 30, 2004). If the selected position has specific age requirements, those requirements will apply.

6. Adapt to the physical conditions required by the position.

7. Meet other conditions required for the position.

The specific conditions required for the position selection are determined according to the requirements of the "Teacher Position Information Form for Capital Normal University and Hebei Normal University Selection in 2022 in Lunan District, Tangshan City, Hebei Province".

(2) Persons with any of the following circumstances shall not apply for the examination

1. General students from colleges and universities graduating in 2023 and later.

2. Persons who have been criminally punished for crimes or have been dismissed from public office.

3. Persons who have received serious warnings or above in school.

4. The person subject to execution for breach of trust.

5. Persons under other circumstances who are not allowed to be employed as staff of public institutions according to laws and regulations.

In addition, applicants are not allowed to apply for transfer positions that will constitute a avoidance relationship after employment. Avoidance relationships include Article 6 of the "Regulations on Avoidance of Personnel Management of Public Institutions": "Public institution staff who have the following kinship relationships shall not be employed in management positions with direct superior-subordinate leadership relationships in the same public institution; they shall not be employed in positions engaged in organization (personnel), disciplinary inspection and supervision, auditing, and financial work in public institutions where one party is a leader; nor may they be employed in positions directly subordinate to both parties. Full-time positions in internal organizations engaged in organization (personnel), disciplinary inspection and supervision, auditing, and financial work for the same leader: (1) husband-wife relationship; (2) direct blood relationship, including grandparents, maternal grandparents, parents, children, grandchildren, and maternal grandchildren; (3) collateral blood relationship within three generations, including uncles, aunts, brothers, sisters, cousins, cousins, nieces, and nephews ; (4) Close relatives by marriage, including spouse’s parents, spouse’s brothers and sisters and their spouses, children’s spouses and parents of children’s spouses, and spouses who are collateral blood relatives within three generations; (5) Other relatives, including adoptive parents and children, stepparents and children who form a custody relationship, and the resulting direct blood relatives, collateral blood relatives within three generations, and close relatives by marriage. The relationship referred to in the preceding paragraph refers to the same public institution registered in accordance with the law. "The legal person of the same public institution", and Article 41 of the "Interim Measures for the Open Recruitment of Staff by Public Institutions in Hebei Province" "Any applicant who has a marital relationship, a direct blood relationship, a collateral blood relationship within three generations or a close marriage relationship with the person in charge of the employing unit shall not apply for the secretary or personnel, financial, and disciplinary inspection positions of the person in charge of the unit, as well as positions with direct superior and subordinate leadership relationships."

5. Selection Procedure

This recruitment will be carried out in accordance with the procedures of announcement, registration, qualification review, interview, signing of letter of intent and employment agreement, physical examination, assessment, publicity, filing, and employment.

(1) Announcement

(2) Registration

1. Online registration

From 8:00 am on March 30, 2022 to 18:00 pm on April 20, 2022, applicants will submit the front and back of their ID cards (the ID cards used during registration and examination must be consistent), teacher qualification certificate (follow the relevant provisions in IV (1) of this announcement), the Ministry of Education’s student status online verification report (printed by Xuexin.com), certificates of honors and awards during school, etc., "Lunan District, Tangshan City, Hebei Province 2022 for Prime Minister" "Registration Form for Selected Teachers of Capital Normal University and Hebei Normal University" (regular electronic photos must be uploaded on the form) and other relevant materials that can prove the job requirements. 2. On-site registration

(3) Qualification review

Tangshan City Lunan District Education Bureau and the employer form a qualification review team. The qualification review team will conduct a qualification review on the materials submitted by the applicants in accordance with the published selection conditions, and those who pass the qualification review will enter the interview process. (4) Interview

Affected by the COVID-19 epidemic, interviews will be conducted online or offline. ①Online interview: Use the new online mode of the Internet to conduct online docking. The online application software will be notified separately. ②Offline interview: Appropriate colleges will be selected for interviews based on registration status and epidemic prevention and control requirements. The specific time and location will be notified later.

The interview will be conducted in the form of a defense, which will assess the candidates' professional knowledge, teaching ability, work potential, etc., and the time will be controlled within 15 minutes. The full interview score is 100 points, and the minimum passing control score is 60 points.

(5) Signing a letter of intent and employment agreement

Those who pass the interview will have their schools issue proof of their ideological and political performance, moral character, compliance with laws and regulations, and sign the "Letter of Intent to Recruit Teachers in Lunan District, Tangshan City, Hebei Province for Some Normal Colleges in 2022" and the "Employment Agreement for College and Technical Secondary School Graduates in 2022" with the Lunan District Education Bureau of Tangshan City.

(6) Physical examination

According to the ratio of 1:1 between the number of physical examinations and the number of hires, contract candidates will be determined based on the candidates' interview scores from high to low and enter the physical examination process. If there is a tie in the overall score of the last candidate within the ratio, the contract candidates will be determined in the following order: children or spouses of martyrs, members of the Communist Party of China, those with higher teacher qualification certificates, those with higher academic qualifications (degrees), those who were student cadres during school and have outstanding political and ideological performance; if the above conditions are the same, they will undergo a physical examination at the same time, and the best will be hired based on the results of the physical examination. The specific time and location of the physical examination will be notified by phone or text message.

The physical examination items and standards shall be implemented in accordance with the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)", and the physical examination expenses shall be borne by oneself.

If there are vacancies in the positions to be selected due to non-participation in the physical examination or failure in the physical examination, candidates will be filled in order from highest to lowest interview scores for the position.

(7) Assessment

The contracted personnel to be recruited will enter the assessment process, and relevant assessment work will be organized and implemented by the Tangshan City Lunan District Human Resources and Social Security Bureau and Tangshan City Lunan District Education Bureau. After reviewing the files of the candidates to be hired, and the employment registration certificate for undergraduate and junior college graduates or the employment registration certificate for national graduates issued by the education department, a conclusion of "passed" or "unqualified" will be made. Those who fail the assessment, fail to obtain the graduation certificate or registration certificate on time, or fail to pass the review will have their employment qualifications cancelled. The vacant positions will be filled in descending order according to the interview scores of this position.

(8) Public announcement

The list of candidates who have passed the assessment will be published on the Hebei Normal University Employment and Entrepreneurship Service Network for seven working days. If there are serious problems reported in the publicity and there are substantive evidence, and those who do not meet the employment conditions will be disqualified; if there are serious problems reported but it is difficult to verify at the moment, the employment will be suspended until a decision is made on whether to hire after verification and a conclusion. After the announcement, the positions will become vacant and will not be filled.

(9) Filing

If the proposed personnel pass the physical examination and assessment and have no objections after the publicity period, or if there are problems reported but it is verified that it does not affect the employment, the "Hebei Province Public Recruitment Staff Approval Form" and the "Hebei Province Public Recruitment Staff List of Proposed Personnel" will be reviewed by the Tangshan City Lunan District Human Resources and Social Security Bureau and reported to the Tangshan City Human Resources and Social Security Bureau for record.

(10) Employment

1. After the proposed personnel are registered and confirmed as employees of the enterprise establishment by the Tangshan Municipal Human Resources and Social Security Bureau, the relevant procedures will be handled by the Tangshan Lunan District Human Resources and Social Security Bureau and the Tangshan Lunan District Institutional Establishment Committee Office.

2. The person to be hired shall sign the "Hebei Province Institutional Employment Contract" with the employer and go through the employment procedures. The probation period for open recruitment of personnel shall be implemented in accordance with relevant policies and regulations, and the probation period shall be included in the employment period stipulated in the contract. Those who pass the assessment at the end of the probation period will be formally employed; those who fail the assessment will be cancelled.

7. Related matters

(1) This announcement is interpreted by the Tangshan City Lunan District Education Bureau and Tangshan City Lunan District Human Resources and Social Security Bureau.

(2) Once the applicants formally register, they will be deemed to have fully accepted the provisions of this announcement.

(3) Any candidate who fails to participate in registration, qualification review, interview, physical examination, assessment, registration, etc. as required within the specified time will be deemed to have automatically given up his or her qualifications.

(4) The qualification review process runs through the entire selection process. If an applicant is found to be inconsistent with the qualifications required for the selected position or provides false information, his or her qualifications will be cancelled, and the applicant will be responsible for any consequences.
