Why is the private economy placed in such an important position?
For the private economy in Hunan, a set of "57999" data is enough to give a glimpse of its importance: it contributes about 50% of the province's tax revenue, about 70% of the regional GDP, more than 90% of technological innovation results, more than 90% of urban labor employment, and more than 90% of the number of business entities.
Official data shows that in 2025, the added value of Hunan's private economy will reach 3.80 trillion yuan, a year-on-year increase of 4.8%; private investment will account for 65.2% of all investment, ranking among the top in the country. How to stabilize? Hunan's choice is to take the lead in solving the problem in terms of institutional mechanisms: in 2025, the Hunan Provincial Private Economic Development Bureau (Hunan Provincial Business Environment Construction Bureau) will be established at the provincial level at the provincial level, becoming the first provincial unit in the country to assume dual functions; 14 cities and states have established specialized work agencies for the private economy relying on the development and reform departments, forming an organizational system covering provinces and cities.
