This business is the first inbound and outbound personal-use items business handled by Hainan for "non-resident long-term passengers" since the Customs' official personal-use items supervision function module was launched.
"Non-resident long-term travelers" refer to foreign citizens, people from Hong Kong, Macao and Taiwan, and overseas Chinese who have been approved by the public security department to enter the country and stay continuously in the country for more than one year (including one year), and return to their overseas settlements after the expiration of the period. After such travelers obtain the long-term residence permit in the country, the customs for personal use items (excluding motor vehicles) declared for the first time to enter the country will be exempted from tax in accordance with the law.
It is reported that passengers themselves or their authorized agents can fill in the electronic data online and upload relevant certification materials through the international trade "single window" public declaration module for personal use items. They can complete the entire online declaration process without submitting paper documents, truly realizing "one-stop processing and instant settlement" and greatly reducing the time limit for customs clearance procedures for items brought in by foreign passengers for personal use.
The person in charge of the high-tech enterprise said that the foreign engineer was a professional engineer hired after the enterprise introduced advanced foreign production equipment through the Hainan Free Trade Port's "zero-tariff" self-use production equipment policy. Through the customs' intelligent process guidance and paperless declaration, the items he brought for personal use were quickly inspected and released, which greatly saved service costs. Compared with the previous processing mode, it was more worry-free and efficient, and also made the company's production plan more secure.
"Currently, the customs has realized automatic comparison and verification of work permit information and relevant data from the Ministry of Human Resources and Social Security.
