In order to carry out the enrollment work of adult colleges and universities nationwide in 2003, the relevant matters are hereby notified as follows:
1. The enrollment of adult colleges and universities in 2003 must conscientiously implement the spirit of the 16th National Congress of the Communist Party of China, with the goal of cultivating and bringing up a large number of high-quality workers and professionals, and improving the quality of the entire nation, adhering to the direction of facing the majority of working professionals and serving local social and economic development, actively adjusting the professional structure of enrollment disciplines according to the needs of social and economic development, adhering to the principle of unifying quality, scale, structure and efficiency, and promoting and deepening various reforms in adult college enrollment.
2. Starting from 2003, the unified entrance examination for general colleges and universities nationwide will be held one month earlier. Provincial-level adult college admissions offices should adjust the time schedule for each aspect of the adult college admissions work according to the actual situation in the region. By simplifying and reducing work links, improving work efficiency, and advancing the start time of admissions, the admissions work for adult colleges and universities should be basically completed before the start of admissions for general colleges and universities (July 10) to ensure that the admissions work for adult colleges and universities and general college admissions proceeds in an orderly, coordinated, and smooth manner.
3. In 2003, there have been major adjustments to the adult college admissions examination subjects. Provincial adult college admissions offices and adult colleges should actively and extensively publicize the significance of the examination subject adjustments to the society and candidates, as well as changes in examination requirements and admissions policies, and do a good job in related registration, examination and admission work.
4. Further implement the requirements of administration according to law and recruitment according to law. Adult college admissions offices and adult colleges at all levels must continuously strengthen their awareness of the rule of law and strive to improve the self-restraint and supervision mechanism for enrollment work. All adult colleges and universities must standardize and improve their admissions regulations in accordance with the law, so that the admissions regulations not only become the service guide for colleges and universities to candidates, but also become the norms that constrain their own school-running behaviors.
5. On the basis of consolidating the results of online admissions in 2002 and ensuring the quality of admissions work, all provincial adult college admissions offices and adult colleges will further expand the number of institutions offering remote admissions and increase the number of people admitted remotely. Educational administrative departments at all levels, admissions offices of adult colleges and universities, and adult colleges and universities must attach great importance to this work, further proactively adapt to the reform of admissions methods in terms of ideological concepts, organizational forms, and working methods, establish and improve efficient and coordinated organizational structures and working mechanisms that are compatible with online admissions work, and invest necessary human and financial resources.
6. Adult college admissions offices and adult colleges at all levels should strive to improve the quality and management level of their staff, further establish and improve rules and regulations, strengthen examination management, and strictly enforce examination style and discipline. It is necessary to make full use of modern management methods to curb "taking exams on behalf of others" and other fraud and discipline violations.
7. In accordance with the requirements of the "Several Opinions of the Ministry of Education and the Ministry of Health on the Organization of Higher Medical Education" (Jiaogao [2002] No. 10), all competent departments must strengthen the regulation and management of medical majors in adult colleges and universities. Anyone who does not meet the requirements of the document shall not arrange enrollment. Persons who have not obtained health professional qualifications are not allowed to apply for medical majors.

2003 National Adult College Admissions Measures
1. Enrollment schools
Radio and television universities, staff colleges, vocational and technical colleges, farmers' colleges, management cadre colleges, education colleges, independently established correspondence colleges and adult (re)vocational colleges affiliated with ordinary colleges and universities (hereinafter collectively referred to as adult colleges and universities) that have been reviewed and approved by the Ministry of Education implement nationwide unified enrollment, and use full-time, part-time or correspondence forms to provide adult higher education.
Adult higher education is divided into three levels: junior college to undergraduate, high school to undergraduate, and high school to junior college (higher vocational).
All adult colleges and universities should formulate their own school enrollment regulations in accordance with the Education Law, the Higher Education Law and the relevant enrollment regulations of the Ministry of Education, and announce them to the public in an appropriate manner. The enrollment regulations must truthfully reflect the actual situation of the school, including the scope of enrollment, study forms, study time, school location, admission principles, charging standards, and the time and place of additional examination subjects. Each adult college should bear corresponding responsibilities for the content of the admissions regulations.
2. Enrollment plan by province (autonomous region, municipality directly under the Central Government)
Each adult college should follow the 2003 adult higher education enrollment scale approved by the "Ministry of Education's Notice on Compiling the 2003 Adult Higher Education Enrollment Plan" [the enrollment scale of local adult colleges starting from high school to junior college (higher vocational) is determined by the local government] and the relevant regulations of the competent department, and according to the needs of the social and economic development of the school's location, as well as the characteristics of adult higher education, prepare the school's provincial (autonomous regions, municipalities) and major enrollment plans. Among them, plans for starting from junior college to undergraduate, starting from high school to undergraduate, and plans for enrolling students from across provinces (autonomous regions, municipalities directly under the Central Government) starting from high school to junior college (higher vocational education) will be submitted to the Ministry of Education for record after being reviewed and summarized by the competent departments. The Ministry of Education will summarize the registered plans and distribute them to the relevant provincial adult colleges and universities. The school admissions office; the sub-major plans for admission from high school to junior college (higher vocational education) enrolled by adult colleges and universities in each province (autonomous region, municipality directly under the Central Government) shall be reviewed and summarized by the competent department and submitted directly to the adult college admissions office of the province (autonomous region, municipality).
The education administrative departments at all levels should strengthen the review of the correspondence education plans for cross-provincial (autonomous regions, municipalities) enrollment in their adult colleges and universities. Correspondence education enrollment in the province (autonomous region, municipality directly under the Central Government) without the consent of the provincial education administrative department in the province (autonomous region, municipality directly under the Central Government) where the students are intended to enroll students shall not be arranged to conduct correspondence education in that province (autonomous region, municipality).
According to the requirements of the "Several Opinions of the Ministry of Education and the Ministry of Health on the Organization of Higher Medical Education" (Jiaogao [2002] No. 10), starting from 2003, correspondence enrollment plans are not allowed for clinical medicine, stomatology, traditional Chinese medicine, Tibetan medicine, Mongolian medicine, Uyghur medicine, acupuncture and massage, preventive medicine, anesthesiology, medical imaging and medical testing.
The admissions offices of all provincial adult colleges and universities publish the catalog of admissions schools and admissions majors to the public before registration. Schools and majors that have not been announced to the public are not allowed to enroll students.
3. Registration
(1) Chinese citizens who meet the following conditions can apply:
Support the leadership of the Communist Party of China, be willing to serve the socialist modernization drive, have good moral character, and abide by the law.
In-service, employed personnel and other social personnel other than students from various high and secondary schools with nationally recognized academic qualifications and fresh graduates from ordinary high schools.
Candidates who apply for admission from high school to undergraduate or junior college should have a high school diploma. Candidates who apply for the starting point of junior college to undergraduate degree must have obtained the junior college graduation certificate issued by the national education series of colleges and universities and higher education self-study examination institutions approved by the Ministry of Education.
Candidates applying for various majors in the medical field must be in-service personnel who have obtained health professional qualifications.
Disabled persons who are in good health; meet the above application conditions, can take care of themselves, and will not affect their studies in the major they are applying for.
(2) Collection and requirements of registration information
The collection of registration information is carried out in accordance with the relevant regulations of the Ministry of Education and the "Information Standards for the Management of Enrollment in Various Adult Colleges and Universities (2003 Revised Edition)". 4. Examination
(1) Exam subjects
1． The examinations for undergraduate and junior college (higher vocational) students starting from high school are divided into unified examination subjects based on liberal arts and science. The common subjects in the unified examination are Chinese, mathematics, and foreign languages. Mathematics is divided into two categories: liberal arts and science. Foreign languages are divided into three languages: English, Japanese, and Russian. Candidates choose one according to the foreign language requirements of the school they apply for. Candidates who apply for undergraduate studies from high school are also required to take the exam for basic professional courses. The basic course for science majors is "Physics and Chemistry Comprehensive" (referred to as Physics and Chemistry), and the basic course for liberal arts majors is "History and Geography Comprehensive" (referred to as History and Geography). The above test questions are uniformly prescribed by the Ministry of Education.
All majors in public security adult colleges, medicine (except for the two first-level disciplines of traditional Chinese medicine and pharmacy), traditional Chinese medicine majors, and prison management majors and labor education management majors of the Central Judicial Police College have four unified examination subjects. The three public courses are the same as the examination subjects for junior college (higher vocational) starting from high school, and one professional basic course is organized and ordered by the Ministry of Public Security, Ministry of Health, State Administration of Traditional Chinese Medicine and Ministry of Justice.
The subject setting of the unified proposition examinations for the above subjects is shown in Appendix 1.
For admissions to adult colleges or departments (departments) in ethnic autonomous areas that teach in ethnic languages, the autonomous regions will set their own questions and organize examinations in ethnic languages.
Ethnic minority candidates who are taught in ethnic languages in areas where ethnic minorities live in areas apply for adult colleges and universities that are taught in Chinese. The Chinese language test questions are set separately by the Ministry of Education and are not translated into ethnic minority languages. Candidates use Chinese character answer sheets; other subjects (including the introduction of foreign language test questions) can be translated into ethnic minority languages and use the prescribed ethnic language answer sheets. Relevant provinces (autonomous regions and municipalities directly under the Central Government) can decide on their own whether to add ethnic minority language tests to the above-mentioned minority candidates, and are responsible for formulating test questions and organizing examinations.
2. There are three unified examination subjects for the starting point from junior college to undergraduate. The two public courses are politics and foreign languages, and one professional basic course is determined according to the subject category of the enrolled major. The comparison of various subject categories, majors and unified examination subjects is shown in Appendix 2. Except for civil law, which is ordered by the Ministry of Justice, and non-English foreign languages, which are determined by the admissions offices of each provincial adult college based on the local student situation and organize their own questions, the above unified examination subjects are all uniformly ordered by the Ministry of Education.
3. In addition to the above-mentioned unified examination subject examinations, the enrolling schools can decide whether to take additional professional courses according to the professional requirements under the unified organization of the relevant provincial adult college admissions offices. If additional examinations are required, the enrolling school must indicate this in the admissions brochure published by the relevant provincial adult college admissions office and organize the examination on its own. Before the end of May, a list of qualified candidates for the additional examination must be submitted to the relevant provincial adult college admissions office.
4. The full score for each question in all unified examination subjects is 150 points; the examination time for each unified examination subject from high school to undergraduate and junior college (higher vocational education) is 120 minutes, and the examination time for each examination from junior college to undergraduate is 150 minutes.
(2) Organization of the examination
1． The subjects of the unified examination are based on the requirements of the review examination syllabus promulgated by the Ministry of Education in August 2002. The grading work is organized by the provincial adult college admissions office. Candidates’ scores are notified to themselves but not announced. Examination papers will not be checked.
2. Candidates should generally register and take the exam at the place of residence.
3. The exam dates are May 10th and 11th. Please see Appendix 3 for the specific exam time.
5. Admission
(1) In 2003, all admissions to adult colleges and universities will be conducted online, which can be divided into two forms: on-site local area network and remote wide area network. Admissions must be completed before the end of September.
(2) The admission work adopts the admission system of "school responsibility and admission supervision", that is: among the candidates who meet the admission requirements for adult colleges and universities and whose test scores reach the admission score line, the admissions school will decide whether the candidates are admitted and the majors to be admitted based on the principle of "selective admission from high scores to low scores", and will also be responsible for handling the remaining issues. The provincial adult college admissions office shall review the admission list of the admissions school in accordance with the national admissions policy during admission, supervise its admissions work, and correct any situation that does not comply with the admissions policy. At the same time, each recruiting school must also play the role of the school's discipline inspection and supervision department, strengthen self-supervision within the school, and establish a self-discipline mechanism.
(3) The minimum control score line for admission is determined by the admissions committee of each provincial university based on the candidates' scores in the unified examination subjects and the admissions plan arranged by the enrolling school in the province (autonomous region, municipality directly under the Central Government). Among them, the minimum control score for art majors (except history, theory, editing and directing majors) from high school should not be lower than 70% of the minimum control score for the corresponding subject. Candidates' mathematics scores are not included in the total score and will be used as a reference when enrolling students. For sports majors starting from high school and going to undergraduate level, the minimum control score shall not be lower than 70% of the minimum control score for the corresponding subject category. The minimum control score for admission must be reported to the Ministry of Education for record.
(4) At the time of admission, the provincial adult college admissions office shall, in principle, submit files to the enrolling school based on the candidate's total scores in the unified examination subjects. For schools that have additional examinations for professional courses, the list of qualified candidates for the additional examinations will be submitted to the admissions school. The admissions schools will select the best from high scores to low scores based on the candidates' scores in the unified examination (for art and sports majors, on the basis that candidates meet the requirements for cultural courses, in principle, admissions will be based on the admissions school's professional courses scores from high scores to low scores).
(5) The list of admitted new students shall be proposed by the recruiting school and reviewed by the provincial adult college admissions office. The recruiting school will issue admission notices based on the reviewed admission list.
(6) In the admission stage, the admissions offices of all provincial adult colleges and universities must actively adjust admissions within the approved total number of admissions plans for the province (autonomous region, municipality directly under the Central Government) based on the online status of candidates.
(7) Admission care policy
1． Winners of the titles of "National Model Worker", "National Advanced Worker", and "National May 1st Labor Medal" may be exempted from the examination after being reviewed and approved by the Provincial Adult College Admissions Office.
2. The top eight winners in Olympic events and the top six winners in non-Olympic events at the Olympic Games, World Cup and World Championships; the top six winners in Olympic events and the top three winners in non-Olympic events at the Asian Games, Asian Cup and Asian Championships; the top three winners in Olympic events and the top three winners in non-Olympic events at the National Games, National Championships and National Championships. The above-mentioned outstanding athletes can enter the school without taking the test after issuing the "Recommendation Form for Outstanding Athletes to Apply for Entrance to Adult Colleges and Universities without Examination" (produced by the State Sports General Administration) reviewed by the provincial sports administrative department.
3. Winners of the titles of athletes and Wuying-level athletes in martial arts events (subject to review by the provincial sports administration department and the issuance of sports performance certificates), the provincial adult college admissions office may decide to add 50 points to the candidates' test scores (30 points for winners of the first-level athlete title), and the admissions school will review and admit them.
4. Candidates who meet one of the following conditions, as decided by the provincial adult college admissions office, can add 20 points to the candidate's test scores, and the admissions school will review and admit:
(1) Winners of model workers, advanced producers (workers) and scientific and technological progress (achievement) awards awarded by the people's governments at or above the prefecture level (including prefecture level), ministries and commissions of the State Council, departments and bureaus of various provinces (autonomous regions, municipalities directly under the Central Government), and national extra-large enterprises.
(2) Those who have been awarded the titles of "May 1st Labor Medal", "New Long March Commando", and "March 8th Red Flag Bearer" by provincial labor, youth, women's and other organizations.
(3) People's Liberation Army, Armed Police Force, and Public Security Officers who have received third-class personal merit or above.
(4) Returned overseas Chinese, children of returned overseas Chinese, children of overseas Chinese, and candidates from Taiwan Province.
(5) Children of martyrs and spouses of martyrs.
(6) Ethnic minority candidates from frontiers, mountainous areas, pastoral areas and areas inhabited by ethnic minorities, and third-tier enterprises and units in the national defense science and technology industry (excluding those located at the seat of the people's government at or above the prefecture level) who are advanced producers (workers) commended by the enterprises.
(7) Persons over 25 years old.
Candidates who comply with the above care policy must submit the corresponding original documents for verification when registering. For candidates who meet more than two care policies, their care points shall not be accumulated.
5. For majors such as agriculture, forestry, water conservancy, geology, mining, public security, prisons, surveying and mapping, ocean transportation, social welfare, etc., when the number of online students is insufficient, the points can be reduced appropriately, and the maximum point reduction shall not exceed 20 points.
(8) After the admission process is completed, the admissions office of each provincial adult college must submit the database of admitted freshmen to the Ministry of Education, and provide the list of admitted freshmen this year to the graduation certificate verification department where the enrolling school is located.
6. Freshman review
After new students enroll, the recruiting school must conduct a comprehensive review of the registered students. Those who do not meet the conditions, commit fraud, violate disciplines and commit malpractice will have their admission qualifications revoked and reported to the relevant provincial adult college admissions office for record.
7. Others
(1) Adult colleges and universities may carry out second professional junior college degree education based on the conditions of the school. The enrollment of the second professional college degree education does not occupy the enrollment plan. This work is organized and implemented by the provincial adult college admissions office. Candidates applying for the second professional junior college degree education must hold a college diploma or above issued by a national education series of colleges and universities and higher education self-study examination institutions approved by the Ministry of Education, and go through the relevant registration procedures within the time specified by the provincial adult college admissions office. The admission of candidates for the second major of junior college education in adult colleges and universities should be done after the admission of qualified candidates from the high school starting point in the major to be admitted. The school submits the admission list and the provincial adult college admissions office where the candidates are located is responsible for the approval and admission procedures.
(2) Any violation of relevant regulations on enrollment management that should be punished shall be implemented in accordance with the "Interim Implementation Measures for Educational Administrative Punishments" promulgated by the former State Education Commission.
(3) The admissions offices of adult colleges and universities at the provincial level may make necessary supplementary provisions based on these measures and in conjunction with the actual conditions of the region.

Soon, people begin to feel changes in their bodies. Headache, dizziness, sore throat, persistent cough.
On the night of March 7, local time, Israel airstriked major oil depots and infrastructure in Tehran’s Shahran, Aghdasiya and Shahrrai neighborhoods, as well as in the nearby city of Karaj. A dazzling orange light first lit up on the horizon, and then huge reserves of fuel sparked fires that burned all night long.

"Everything was covered in soot," she said. "Our white refrigerator was completely black. I scratched my finger on the table and my fingertips were immediately covered in black oil." Most students who are weak in English tend to pay more attention to English learning and are willing to spend a lot of time learning English, while students with a good English foundation focus on learning knowledge other than English.
Since the introduction of quality education, English classes in high schools have gradually become more colorful. Many schools have launched English reading classes, appreciation classes and other courses, and the proportion of classes taught by foreign teachers has also begun to increase. Schools hope to expand students' knowledge through these reforms. However, judging from the statistical data of the questionnaire, the effect is not obvious. The students' exposure to extracurricular English is still small, and they lack the time to spontaneously and consciously expand their extracurricular English knowledge. Due to various reasons, junior middle school students have a lot of feelings of being tired of studying. Some of them gradually get better, and some of them gradually deepen. Strong dislike of learning has a great impact on students' learning behavior. Some students who originally had good grades gradually became poor students because they were tired of studying. Some students did not have very good grades at first, but because they were willing to learn and were able to persist in studying, they gradually turned into students with good grades. The quality of students in our Lingshan Middle School is not very good. In order to improve students' academic performance on a large scale, we must understand the students' learning situation and understand the real reasons and main reasons why students are tired of studying. To this end, we launched a questionnaire survey on the learning situation of junior high school students. We want to have a deeper understanding of the psychological state of most students through this survey. This will lay the foundation for adopting targeted teaching methods in the future to reverse students' aversion to learning.
2. Investigation objects and their general situation

General situation: Haikou Lingshan Middle School is located in the suburbs of the city, so the source of students is relatively poor. This survey adopts a questionnaire survey method. The selected students are gathered together and each student is given a questionnaire. They are asked to read the prompts carefully, then fill in and answer the questions, and finally hand it in anonymously. The questionnaire has 15 multiple-choice questions. A total of 150 students were selected, 150 questionnaires were distributed, and 150 were returned. One of the papers was deemed to be a waste paper because all the answers were A and the answer time was very short, showing a very lack of seriousness. There are 149 valid questionnaires in total.

A total of fifteen questions were designed in the questionnaire, which mainly investigated: students' attributions of students' weariness to learning, both overall and specific; the development process of students' weariness to school; and students' emotions towards teachers and schools. Through these questions, we can get a more comprehensive understanding of whether there are outstanding problems in the daily behavior of teachers and schools. Please see Appendix 1 for the detailed questionnaire.
In order to understand students' study weariness, a questionnaire was developed. A questionnaire survey was conducted among the second grade students of Lingshan Middle School, and a total of 150 questionnaires were collected. 6. Investigation results
The statistics of the questionnaires of this research group are as follows:
1. The students themselves are most likely to choose the overall attribution for their dislike of studying; this shows that more than half of the students are still willing to find reasons from themselves. But there are also many students who attribute their weariness to study to other factors. It shows that teachers, schools, and families still have areas for improvement, and although the impact on students is not the greatest, it is still relatively large. In the junior high school stage, students spend a long time in school and only a short time with their parents. Therefore, family factors play a small role in students' study-weariness. Schools and teachers are more prominent external factors. This is in line with the actual situation. It shows that the students' answers are serious and quite credible.
2. Most students have had happy emotional experiences while studying, and the number of students who have not experienced happy emotions is 0. This shows that as long as the teaching methods are appropriate, students can be attracted to learn. However, the proportion of students who only occasionally enjoy studying is too large.
Quite unexpected. This shows that students have insufficient internal drive to learn and have an obvious tendency to rely on external factors to stimulate learning. If every student relies on his or her own inner drive to learn, the joy of learning can be obtained often, not just occasionally. If students are motivated to learn, this is a problem that needs to be solved.
3. Do students want to learn well? Of course I did. How intense? Wanting to learn very much only accounts for half of it. This shows that we can not only reassure some students and let them change themselves through their own efforts, but also strictly supervise the other half of the students to prevent them from letting themselves go.
4. What is the purpose of students attending junior high school? The majority of students answered not to improve their knowledge or quality, but to take the exam for key high schools or technical secondary schools. Taking the entrance examination into a key high school or technical secondary school is certainly one purpose, but the purpose of running a junior high school is to cultivate high-quality talents. When students go to junior high school, they are eager for quick success and instant benefits. What do high-quality talents need to learn? Knowledge is one aspect, and it is important to improve the quality of all aspects. Only by understanding that quality education is more important than should education can students more consciously use their strength to cultivate good habits. It’s not just about reading and reading and memorizing.
5. Is students’ distaste for learning common in all subjects, or does it exist in certain subjects? The student's answer was, a specific subject. Therefore, changing students' emotions does not require general efforts, but only needs to solve the teaching problems of individual subject teachers. Teachers of individual subjects should analyze their own teaching situations and figure out what aspects of their own performance make students seriously tired of learning. Focusing on correcting classroom teaching is the most effective teaching reform.
6. Why do students feel tired of learning a certain subject? The most common choice is that it is difficult to learn and cannot be learned. Let students learn is a way to solve problems. Make your classes easy to understand and avoid difficult questions. etc. Solving hard-to-learn problems is a top priority. Secondly, students still have a need for the charisma of their teachers. Some teachers are unable to make students like it, causing students to dislike this course. Efforts to improve the teacher's appearance, standardize the teacher's words and deeds, and improve the teacher's interpersonal skills are also a good medicine to change students' dislike of learning.
7. Positive education has always been the most emphasized by educators and educational theories. The teaching behavior that students dislike the most is criticizing students. High learning pressure is not unique to Lingshan, but is a common feature of all junior high schools. The school doesn't care about students' lives, but it has a lot of room for improvement. Talk to students more and try your best to meet students' needs in life. Or regularly allow students to reflect on problems they encounter in life and solve them in a timely manner.
7. Investigation experience
From all aspects of the survey activities, it can be seen that students attach great importance to their own learning problems and are very serious. Students have a simple desire to make progress and are willing to work hard for it. At the same time, they also require schools and teachers to help students. Students very much welcome help from teachers. As long as it is helpful to students, students will actively cooperate. Here, I am very grateful to the more than one hundred students who participated in answering the questionnaire.
From the analysis of the questionnaire results, some outstanding problems are heartbreaking: students cannot understand and cannot learn; teachers criticize students more than encourage them less; students are willing to get help and eager to get help, but they do not often get help. These problems require all teachers to find ways to solve them.
Based on all the feelings during this questionnaire survey and the rational analysis of the survey results, we would like to make the following points:
1. Teachers of each subject should communicate more with students, understand their requirements, understand their own classroom shortcomings, and try their best to correct their bad teaching behaviors;
