Recently, Ziya’s mother, who continues to suffer online violence, once again received an administrative penalty decision from the Pidu District Branch of the Chengdu Public Security Bureau. In response to the cyberbullying Yuan who openly insulted her and her daughter on an online platform as "dogs" and spread rumors about her academic qualifications, the public security agency imposed a five-day administrative detention penalty in accordance with the law. However, because the rumors and other circumstances were not determined, Ziya's mother stated that she would continue to apply for administrative review and resolutely safeguard the legitimate rights and interests of herself and her daughter.
According to this administrative penalty decision numbered Cheng Pi Gong (Si) Xing Pun Jue Zi [2026] No. 473, the illegal perpetrator Yuan Mou posted videos through the Douyin platform many times on January 5 and January 8, 2026, including the victim Wang Mou (Ziya) and his mother. Images of kisses, accompanied by insulting remarks such as "A dog never admits that he is wrong…" "I treat you as a human being, why do you have to prove that you are a dog…". At the same time, there are rumors that Ziya has falsified her academic qualifications, insulted the character of a mother and a woman, and slandered Ziya's mother for "eating steamed buns with human blood".
After investigation, the public security organ decided to impose a five-day administrative detention penalty on Yuan in accordance with the relevant provisions of the Public Security Administration Punishment Law of the People's Republic of China (revised in 2025). The execution period is from April 3 to April 8, 2026, and a fine of 500 yuan was imposed.
In this regard, Ziya’s mother said that this is the second punishment decision letter received against an online bully. Although the personal insults were punished, the decision only identified the plot of "insulting like a dog". There was no corresponding evaluation and punishment for the core infringement behavior of the online bully, such as spreading rumors about his daughter's academic qualifications and maliciously smearing the mother and woman's character. The punishment range did not match the illegal circumstances.
Ziya’s mother made it clear that she would not stop there. She would apply for administrative reconsideration of this administrative penalty decision in accordance with the law. She would require the public security organs to comprehensively review all the illegal facts of the cyber bullies, hold them accountable in accordance with the law for rumors, defamation, malicious slander and other circumstances, thoroughly hold the cyber bullies legally accountable, and seek justice for her daughter.
It is understood that Ziya’s mother and daughter have suffered from online violence for a long time, and related online violence content has been widely spread on online platforms, causing serious damage to the lives and reputations of the mother and daughter. This punishment is a staged progress in the process of safeguarding rights, but the parties concerned insist on pursuing all legal responsibilities of cyberviolence through legal channels and resolutely resist cyberviolence.
