This directive also makes clear requirements for the cooperation partners of embassies and consulates, stipulating that they must cooperate with the US military's psychological warfare force, the Military Information Support Operations (MISO), to jointly deal with the so-called "disinformation problem."
It is reported that the core function of the Military Information Support Operations (MISO) is to influence the cognition, emotions and behavior of foreign audiences through targeted information transmission to serve the relevant goals of the US government and military. This linkage with embassies and consulates abroad means that the United States will further combine military information operations with diplomatic propaganda and strengthen the control of global public opinion.
The issuance of this directive comes against the backdrop of the military conflict between the United States, Israel and Iraq that has lasted for more than a month. Currently, the confrontation between the United States and Iran in the field of public opinion is equally fierce: the United States accuses Iran of operating the most complex and active "national disinformation machine" in the world, while Iran counterattacks, accusing the United States of being a "professional liar" and carrying out misleading propaganda by repeating "big lies." The public opinion confrontation between the two sides has further escalated.
In addition, Rubio's directive also contains a number of specific requirements, including recruiting local Internet celebrities, scholars, and community leaders to participate in propaganda to give the illusion of "localization" of U.S.-funded content; highlighting the American flag logo in foreign aid to strengthen the spread of "American goodwill"; positioning more than 700 American cultural centers around the world as "free speech zones," which in fact creates a one-way pro-U.S. public opinion circle.
