On June 10, the Provincial Department of Natural Resources held an on-site observation and promotion meeting of the province's township and village planning committee system construction and village planning preparation promotion meeting in Pingdingshan, conveying and studying the spirit of General Secretary Xi Jinping's important instructions on village planning work, and in accordance with the new requirements of the provincial party committee and the provincial government, re-mobilization and redeployment to accelerate the establishment of the township and village planning committee system and promote village planning work in an orderly manner. The meeting emphasized that the natural resources department, as the main department responsible for the preparation of "multiple plans in one" land and space planning and the competent department guiding village planning work, must fully understand the importance of village planning work, resolutely shoulder the responsibility, carefully organize and deploy carefully, work steadily and do well, do a solid job in village planning work, and persevere in promoting the implementation of the rural revitalization strategy. First, we must do a solid job in classifying and planning county-level villages. It is necessary to follow the "Guidelines for the Compilation of County Village Classification and Layout Planning in Henan Province", combine the results of the three land adjustments and the current situation of the villages, fully solicit opinions and suggestions from relevant departments, scientifically classify the county villages, optimize the layout of the county villages, and delineate the current boundaries of village construction land in detail to ensure farmers' reasonable land use needs. The second is to advance the preparation and implementation of village planning in an orderly manner. In accordance with the village classification and the principle of "urgent use first", we must prepare high-quality practical village plans that are "usable, effective and easy to use", and give priority to the preparation of 1,000 rural living environment improvement demonstration villages, practical village plans for preserved villages along both sides of the Yellow River, within 5 kilometers of both sides of high-speed railways, and around major scenic spots. The third is to comprehensively establish a system of township and village planning committees. Supervise and guide township party committees and governments to establish the township and village planning committee system, improve the operating mechanism, and incorporate rural planning preparation, homestead approval, rural housing construction, infrastructure and public service facility construction into the review and decision-making content of the rural planning committee, and form a decision-making mechanism of joint consultation, joint construction, joint governance, and sharing. The fourth is to strictly implement and manage village planning. Incorporate village planning into the "one map" implementation supervision information system of land and spatial planning, accelerate the establishment of a rural construction planning permit system, and combine the "one network and two long" system of natural resources to implement full-time, full-process, and full-chain supervision and management. Rural construction activities that violate the plan will be included in the comprehensive law enforcement system for natural resources, and accountability will be strictly investigated.
The meeting reported on the progress of the province's village planning preparation work. Changyuan City, Baofeng County, Jiaxian County, and Zhayuan Township made exchange speeches on the establishment and implementation of the rural planning committee system and the preparation of village plans. The meeting invited relevant experts to interpret the guidelines for county village classification and layout planning. Participants went to Wangzhuang Community in Jiaxian County, Zhayuan Township Government, Zhayuan Village, and Xingzhuang Village in Baofeng County to observe the establishment and operation of the rural planning committee and the implementation of village planning.
