The work of the rural planners in Zhonglou District is based on the brand of "Zhong I Nature, Rural Planning", and continues to assist in the preparation and implementation of relevant plans. Up to now, tasks such as the dynamic update of the layout planning of towns and villages in Zhonglou District, the dynamic update of the village planning of Xinwu Village, and the design of rural residential areas in Xinwu Village have been completed. It is also actively planning a new round of town and village layout optimization, rural residential site selection, the scale of village planning space demand in 2026, and the source of 203 indicators.
In daily communication, the team of rural planners actively participated in the formulation of policy documents, and combined practical experience to provide suggestions for the promulgation of the "Changzhou City Village Planning Dynamic Optimization Management Regulations", which improved the operability and local adaptability of the policy.
In front-line work in townships, the team of planners goes deep into the grassroots according to project needs, provides planning and construction consultation and on-site guidance, and assists township departments in responding to farmers’ homestead rights issues involved in the political hotline. Remarkable results have been achieved in key areas such as the construction of concentrated construction areas in Zouxu Town, comprehensive improvement of the entire area, and high-standard farmland construction.
Implement classified policies to explore ways to improve rural living environment
The "Zou District Town Whole-area Village Plan" was compiled, adhering to the principle of being people-centered and adapting measures to local conditions, and proposed four types of farmers' centralized living models: centralized, moderately centralized, retained and promoted, and market town resettlement. The resettlement model of classified policies directly guides the classification of villages in the town and village layout planning and the land layout of new rural collective construction sites in the village planning of Xinjiaxiang area. It also clarifies the direction for the subsequent preparation of other village planning and farmers' concentrated residence work, helping Zoou District Town to achieve "one blueprint to the end" and create a beautiful rural model.
Integration of multiple plans to efficiently promote comprehensive land consolidation across the region
Prepare "one plan and two plans" for comprehensive land and space remediation in Xingtang Village and Taicun Village, Zouxiu Town, accurately grasp policy windows, and systematically lay out the "four major projects" of agricultural land remediation, construction land remediation, ecological protection and restoration, and public space management, effectively alleviate problems such as farmland fragmentation, construction land dispersion, ecological environment disorder, and public space clutter, promote the modernization of rural space management, and help rural construction move from "blueprint" to "real scene."
Strengthen protection and actively implement high-standard farmland construction
Strictly implement the requirements for farmland protection, select Pipadun Village, Qiaodong Village, Taicun Village and other areas to promote high-standard farmland construction, promote centralized land transfer and moderate-scale management, alleviate the problem of scattered and fragmented farmland, strengthen the "three-in-one" protection of farmland quantity, quality, and ecology, promote the transformation of low-efficiency fields into high-yield fields, and help the continuous optimization of permanent basic farmland.
In the next step, the Zhonglou Branch will continue to promote the extension of the focus of rural planners' work from "planning" to "supervising implementation" and "promoting implementation", establishing a regular review and dynamic optimization mechanism, timely identifying problems, adjusting directions, and truly realizing a new rural governance pattern of "collaboration, co-construction, co-management, co-evaluation, and sharing".
