On December 23, the Liying Street 2025 People’s Congress Representative Work Review Meeting was held grandly.
Before the meeting, the representatives and committee members carried out in-depth on-the-spot research with a high sense of political responsibility, and visited key project sites such as the street housing shed reconstruction and relocation, the Jibei campus of the city's No. 1 Vocational Secondary School, the trust-based property in Huicuiyuan District B, and the NetEase-Rongfa Digital Content Production Center project. In the relocation community, you can witness the transformation of the former shanty town into a livable community with complete supporting facilities and beautiful environment; in the new campus, you can experience the new vitality of school running brought by the optimization and upgrading of educational resources; in the digital industrial park, you can intuitively appreciate the strong momentum of industrial transformation. Especially in the trust-based property pilot community, everyone witnessed the significant improvement in property management capabilities and the significant reduction in neighborhood conflicts. They truly felt the street's breakthrough progress in urban renewal, education quality improvement, industrial upgrading, community governance and other fields. This laid a solid practical foundation for meeting deliberations and made suggestions and suggestions more targeted and feasible.
In strict accordance with legal procedures, the meeting heard and reviewed and approved the "Liying Street Office Work Report for 2025" and the "Liying Street Shack Renovation and Relocation Special Work Report". During the group deliberation session, representatives and committee members closely followed the key points of the report, focused on people's livelihood hot spots, adhered to a problem-oriented approach, and actively offered suggestions and suggestions. Focusing on issues of public concern such as the renewal of infrastructure in old communities, high-quality and balanced compulsory education, improvement and expansion of elderly care services, and improvement of convenient commercial facilities, a series of practical and feasible opinions and suggestions were put forward, which fully demonstrated the responsibility of representatives and committee members to perform their duties and speak out for the people, making the deliberation process truly a vivid practice of gathering people's hearts, pooling their wisdom, and discussing and governing together.
This meeting innovatively adopted a voting system, with representatives and committee members voting by margin to determine Liying Street’s 10 practical projects for people’s livelihood in 2026. By building a closed-loop mechanism of "the masses place orders, representatives place orders, the government receives orders, and the National People's Congress checks orders", scattered public opinion demands are accurately transformed into a "people's livelihood list" that is centrally managed by the government, vividly interpreting the complete chain of the entire process of people's democracy from "what the people call for" to "what the government responds to," and effectively promotes people's livelihood practical matters from "paper promises" to "implementation results."
Ma Long, Secretary of the Street Party Working Committee, made a speech and made a comprehensive deployment around six major dimensions: building a strong grassroots battle fortress with party building as the guide, activating the endogenous development momentum with project attack, optimizing the industrial development structure with economic improvement, improving grassroots service efficiency with social governance, laying the foundation for a happy life with improving people's livelihood, and guarding the bottom line of safe development with risk prevention and control, which clarified a clear practical path for high-quality development of the street.
The meeting emphasized that the Liying Subdistrict People's Congress Working Committee will establish a "list-based management, project-based promotion, and closed-loop supervision" mechanism for practical projects related to people's livelihood, to consolidate the responsibilities of the voting projects item by item, track the results, and ensure that everything is implemented and everything is answered.
