Xinhua News Agency, Yinchuan, March 26 (Reporter Ma Lijuan) Ningxia Shizuishan City Emergency Management Bureau released the investigation report on the "1·31" general poisoning and suffocation accident of Ningxia Jinhua Chemical Co., Ltd. in Huinong District, Shizuishan City on the 26th. The report determined that the accident occurred on January 31, 2026, resulting in the death of two people. It was a production safety liability accident caused by unscientific handling of abnormal working conditions of Ningxia Jinhua Chemical Co., Ltd., poor education and training of employees, and inadequate safety risk identification and control.
The report shows that at about 7:40 on January 31, 2026, a poisoning and suffocation accident occurred at Ningxia Jinhua Chemical Co., Ltd. located in Shizuishan Economic and Technological Development Zone, resulting in the death of two people.
The report pointed out that the direct cause of the accident was the failure of the induced draft fan at the end of the lime kiln in the company's lime kiln workshop. The company's handling of abnormal working conditions was unscientific and only cut off the pulverized coal and stone into the kiln. The air distribution at the kiln head was operated at the lowest load. The exhaust gas from the calcium carbide furnace in the ash kiln was not fully burned and passed through the preheater at the end of the kiln and the stone elevator to the stone screening room, causing the carbon monoxide concentration to exceed the standard, causing the death of two employees who were cleaning limestone powder in the screening room from carbon monoxide poisoning.
The report recommended that Jinhua Company be dealt with in accordance with regulations and law; Zhao Mousheng and Ma Mouqiang, who were directly responsible for the accident, should not be held accountable because they died in the accident; Xie Mouwei, the legal representative and general manager of Jinhua Company, Zhao Mou, the safety director of Jinhua Company, and Sha Moulin, the production director of Hua Company, imposed administrative penalties in accordance with relevant regulations, and punished Du, the deputy general manager of Jinhua Company; the local and relevant departments and relevant responsible persons conducted inspections, and notified and criticized the person in charge of the Hazardous Chemicals Supervision Office and ordered an inspection.
The report also pointed out that the accident exposed gaps in the implementation of the main responsibilities of safety production, safety education and training were just a formality, non-standard production process management, incomplete risk identification and control, and in-depth inspections of hidden dangers. It also required relevant units to strictly carry out hidden danger management, strengthen safety risk management and control, organize special inspections and rectifications of gas-related enterprises, and resolutely prevent accidents.
