Recently, under the guidance of the Network Social Work Bureau of the Cyberspace Administration of China and the Information and Communications Administration of the Ministry of Industry and Information Technology, the 2016 (Third) China Internet Corporate Social Responsibility Forum hosted by the Internet Society of China was held in Beijing. The theme of the forum is "Responsibility and Mission", and its main purpose is to advocate Internet companies to actively fulfill their social responsibilities and jointly build a strong cyber nation.
The relevant person in charge of the Network Social Work Bureau of the State Cyberspace Administration of China said in his speech that fulfilling social responsibilities is the foundation of Internet companies, an important support for Internet companies to become bigger and stronger, and an inevitable requirement for Internet companies to jointly build a spiritual home for the Internet. To strengthen social responsibility construction, Internet companies must strengthen their awareness and integrate the performance of social responsibilities into the entire development process of Internet companies; improve mechanisms and use systems to ensure implementation; prescribe appropriate medicines to solve outstanding problems; strengthen self-discipline and give full play to the industry guidance and supervision role of network social organizations.
The relevant person in charge of the Information and Communications Administration Bureau of the Ministry of Industry and Information Technology put forward three suggestions for Internet companies to fulfill their social responsibilities: adhere to the innovation drive to make my country's Internet industry bigger and stronger; adhere to the rule of law and integrity, and jointly maintain a good industrial ecology; adhere to the people-oriented approach and actively assume social responsibilities.
At the forum, Shen Yang, a professor and doctoral supervisor at the School of Journalism and Communication of Tsinghua University, gave a keynote speech. Wei Zichuan, vice president of Xinhuanet, Liu Yong, general manager of Tencent Beijing Branch, and Meng Ling, vice president of Tianrongxin Technology Co., Ltd., shared their insights and experiences on Internet corporate social responsibility.
At the forum's roundtable, representatives from People's Daily Online, Xinhuanet, China Daily, China Central Broadcasting Network, Alibaba, Tencent, Baidu, Sina, NetEase, Sohu, Toutiao and other companies discussed the topic of "online information dissemination and corporate social responsibility."
Participating enterprises expressed that they will further enhance their sense of mission and responsibility, insist on paying equal attention to economic benefits and social benefits, and earnestly regard the fulfillment of social responsibilities as the basis for the survival and development of enterprises. They will conscientiously sum up experience, thoroughly identify deficiencies, and better integrate enterprise development with serving the country and the people.
At the forum, Shi Xiansheng, deputy secretary-general of the Internet Society of China, released the "Initiative for Internet Enterprises to Fulfill Social Responsibility" on behalf of the Internet Society of China. The purpose of issuing this initiative is to further promote the social responsibility construction of China's Internet companies, create a healthy Internet development environment, build a good network ecology, establish a responsible social image of Internet companies, and promote the sustainable development of China's Internet.
Relevant persons in charge from the Network News and Information Communication Bureau, Cybersecurity Coordination Bureau, and Information Development Bureau of the Cyberspace Administration of China, as well as the Information and Communications Administration Bureau and the Policy and Regulations Department of the Ministry of Industry and Information Technology attended the forum and delivered keynote speeches at the special roundtable. Secretary-General of the Internet Society of China Lu Wei, Secretary-General of the China Cyberspace Security Association Li Yuxiao, Secretary-General of the Chinese Cultural Network Communication Research Association Jin Haifeng, Secretary-General of the China Internet Finance Association Lu Shuchun, Secretary-General of the Telecom Terminal Testing Technology Association Su Hui and other relevant leaders from 15 national network social organizations, representatives of Tsinghua University, Peking University, Beijing Normal University, Chinese Academy of Social Sciences and other universities and scientific research institutions, representatives of telecom operators and representatives of nearly 60 Internet companies and related units attended the forum.

In order to further promote the social responsibility construction of China's Internet companies, create a healthy Internet development environment, build a good network ecology, establish a responsible social image of Internet companies, and promote the sustainable development of China's Internet, the Internet Society of China issues the following initiatives to Internet companies:
1. Give full play to the role of the Internet in guiding public opinion and reflecting public opinion, actively spread positive energy, and vigorously promote the core socialist values.
2. Actively participate in network ecological governance, resolutely resist the spread of illegal and harmful information online, and strive to build a clear cyberspace.
3. Abide by laws, regulations and industry norms, operate with integrity and law-abiding, strengthen interaction and cooperation, and consciously maintain good market order.
4. Actively fulfill the main responsibilities, improve the construction of internal security systems, enhance technical prevention capabilities, and maintain and ensure network and information security.
5. Protect users’ legitimate rights and interests, respect users’ rights to know and choose, strive to improve user experience, and provide diversified network products and high-quality services.
6. Improve the internal governance system, strengthen corporate integrity, establish a social responsibility reporting system, and consciously accept social supervision.
7. Strengthen the construction of corporate culture, enrich the cultural life of employees, care for their occupational health, and improve the employee development system.
8. Actively participate in social welfare, practice the concept of green development, assist disadvantaged groups, narrow the digital divide, and further promote the popularization and application of the Internet.
