The reporter learned from Shanghai Customs today that Shanghai Port imported 504,400 batches of various legally inspected consumer goods last year with a value of 20.378 billion yuan, accounting for more than 40% of the national total and ranking first in the country in terms of scale. In addition to the legal inspection catalog, Shanghai Customs selected 10 types of consumer products that are closely related to consumers, such as infant clothing, simulated jewelry, walkie-talkies, and student stationery, to conduct random inspections. 34 batches were found to be unqualified for safety, and disposal measures have been implemented for all of them.
Shanghai Customs detected excessive migration of lead, nickel, chromium and other elements, and excessive amounts of aromatic primary amines in imported food contact products; unqualified formaldehyde content, pH value, ropes, color fastness and other items in imported clothing; unqualified VOC and formaldehyde content in imported paints; unqualified phthalate plasticizers in imported toys; and unqualified cytotoxicity items of absorbable surgical sutures in imported medical devices. The relevant person in charge said: "Through big data analysis, Shanghai Customs has accurately targeted high-risk countries (regions), high-risk brands and high-risk projects, dynamically adjusted inspection intensity, and targetedly improved inspection accuracy. While strictly controlling quality and safety, Shanghai Customs has continuously promoted the optimization structure of imported consumer goods."
Shanghai Port is my country's most important import port for medical devices and parts, accounting for about half of the country's business volume. Shanghai Customs pioneered the pilot program of quality and safety risk grading and classification of imported medical devices. For example, dynamically adjust the inspection ratio of imported medical devices based on risk assessment results, achieve targeted supervision of high-risk products and rapid customs clearance of low-risk products, and activate the vitality of the domestic medical device market. Taking the medical device production materials urgently needed by the industry as an incision, iteratively examine regulatory facilitation measures, optimize the "enterprise + product" whitelist model, promote the process of domestic substitution and the localization transformation of high-end medical devices that have been marketed overseas. Since the beginning of this year, more than 5,400 batches of low-risk medical devices have benefited, and the customs clearance time has been reduced by 80% compared with the same period last year, benefiting more than 180 importing companies such as Johnson & Johnson, Beidi, Abbott, Porco, and Medtronic.
For high-quality medical devices that are urgently needed in domestic clinical practice and urgently needed by patients, innovative inspection and supervision models such as qualification assurance, compliance verification, and acceptance of test results are adopted to ensure safe and smooth import and benefit the vast number of domestic patients. Taking the leadless cardiac pacemaker as the "star exhibit of the CIIE" as an example, Shanghai Customs has guaranteed the rapid customs clearance of more than 3,000 pacemakers of this type, and the products have been imported into more than 500 domestic hospitals.
Last year, Shanghai Customs and the Shanghai Municipal Commission of Commerce jointly launched measures to facilitate the inspection of first-time imported consumer goods. The "Enterprise + Product" white list covers all categories of first-time consumer goods such as clothing, toys, and home appliances. The commerce department recommends key enterprises and new product lists, and customs conducts safety assessments in advance to achieve information sharing and joint risk prevention. Implement a layered inspection mechanism such as "conformity assurance, assessment, and compliance verification" for first-time imported consumer products.
So far, the measures to facilitate the inspection of imported first-release consumer goods have benefited 34 multinational brand headquarters, 60 internationally renowned brands, and nearly 30,000 first-release new products. The customs clearance time for the first batch of 15,400 new products was reduced by 80%, allowing them to enter the market quickly. Driven by favorable policies, Shanghai imported 5,801 batches of first-time consumer goods from January to February this year, with a value of 130 million yuan. The average monthly batch size and value increased by 1.4 times and 1.2 times respectively year-on-year.
This year, Shanghai Customs will continue to iterate and optimize relevant measures: in the field of medical devices, it will explore "supervision classification and scenario classification" to build a differentiated supervision system for all categories; in the field of launch economy, it will promote the expansion and acceleration of facilitation measures, optimize the whitelist application method, and increase the frequency of identification of new launch products.
