Hunan University Of Finance And Economics Announces The First Batch Of 59 Full-time Teachers To Be Recruited In 2025

Hunan University of Finance and Economics is a full-time undergraduate college in finance and economics sponsored by the Hunan Provincial People's Government, supervised by the Provincial Department of Education, and co-managed by the Provincial Department of Finance. It currently has 2 campuses, covering an area of ​​760 acres. The main campus is located in the Xiangjiang New District of Hunan, at the foot of Yuelu Mountain, on the bank of the Xiangjiang River, and on the shore of Meixi Lake. The Leifeng Campus is located in Leifeng Street, Changsha National High-tech Industrial Development Zone. The school is a "Double Thousand Plan" university for the construction of first-class undergraduate majors by the Ministry of Education, a university for the construction of applied characteristic disciplines during the "14th Five-Year Plan" of Hunan Province, an outstanding case unit for the application of educational management informatization by the Ministry of Education, a "Hunan Province Civilized University", an "Advanced Unit for Enrollment of General Universities in Hunan Province", an "Advanced Unit for Ideological and Political Education Research in Colleges and Universities in Hunan Province" and an "Advanced Unit for Comprehensive Management in Hunan Province".

In accordance with the "Personnel Management Regulations of Public Institutions" (Order No. 652 of the State Council of the People's Republic of China), the "Interim Provisions on Public Recruitment of Personnel by Public Institutions" (Order No. 6 of the Ministry of Personnel), the "Notice on Further Improving the Open Recruitment of Public Institutions" (Ministry of Human Resources and Social Security [2024] No. 57) and the relevant policies for open recruitment of public institutions in our province, combined with the work needs of our school, public recruitment of public institution staff is open to the public. The specific recruitment plan is now announced as follows:

1. Organizational Leadership

Under the guidance and supervision of the Hunan Provincial Department of Human Resources and Social Security, Hunan University of Finance and Economics has established a leading group for open recruitment. The office of the leading group is located in the School Personnel Office, which is specifically responsible for the organization, implementation, coordination and other matters of recruitment. The school’s Discipline Inspection Commission and Ombudsman’s Office participated in the supervision throughout the entire process.

2. Recruitment principles

(1) Adhere to the employment standards of having both ability and political integrity and putting morality first;

(2) Adhere to the principles of openness, equality, competition and merit;

(3) Adhere to work needs and the compatibility of personnel and positions, and focus on the combination of comprehensive abilities and professional knowledge.

3. Recruitment conditions

(1) Possess the nationality of the People’s Republic of China;

(2) Abide by the Constitution and laws of the People's Republic of China;

(3) Have good conduct and professional ethics;

(4) Possess the professional or technical qualifications required for the position. The majors required for the position shall be based on the catalog of disciplines and majors of the Ministry of Education;

(5) Physical and other conditions that meet the job requirements.

Persons with any of the following circumstances are not allowed to register:

(1) Active military personnel;

(2) Non-2025 graduates from colleges and universities (those graduating in 2026 and later will not be counted as fresh graduates);

(3) Persons who have been criminally punished for crimes;

(4) Persons who have been expelled from the Communist Party of China or dismissed from public office;

(5) Persons who have not been relieved of party discipline, government affairs, or public institution staff sanctions or who are undergoing disciplinary review and supervisory investigation;

(6) Persons suspected of violating the law and committing crimes who are under judicial investigation but have yet to reach a conclusion;

(7) Persons who have been recorded in the integrity archives of applicants for open recruitment of public institutions within the recording period for violating the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions" during the public recruitment of various types of public institutions at all levels;

(8) Personnel who should implement the avoidance system in accordance with the "Interim Provisions on Public Recruitment of Personnel by Public Institutions", "Regulations on Disqualification of Personnel Management of Public Institutions", etc.;

(9) Persons under other circumstances who are not allowed to be employed as staff of public institutions according to laws and policies.

4. Recruitment positions, plans and requirements

There are 19 recruitment positions and the recruitment plan is for 59 people, all of whom are professional and technical positions (see attachment 1 for details).

5. Recruitment procedures

(1) Release information

Recruitment information is released to the public through the websites of the Hunan Provincial Department of Human Resources and Social Security (http://rst.hunan.gov.cn/) and the Hunan University of Finance and Economics.

(2) Registration

1. Registration time

April 11, 2025 to April 18, 2025 (8:30-12:00 am, 14:30-17:00 pm).

2. Registration method

On-site registration is adopted, and each person is limited to one position. If you apply for more than one position, your qualification will be cancelled.

Registration location: Office 516, Headquarters Office Building, Hunan University of Finance and Economics, Yuelu District, Changsha City, Hunan Province.

3. Registration materials

(1) Applicants are required to download and truthfully fill out the "Hunan Provincial Public Institutions Public Recruitment Application Form" (Attachment 2), and must hand-sign in the commitment column;

(2) My valid ID card (front and back), original academic degree certificate (or electronic registration form for academic certificates from the Ministry of Education on Xuexin.com) and original qualification certificates and related materials required by the position. Fresh graduates must also provide a graduate employment recommendation form (which needs to be stamped with the official seal of the school);

(3) Two recent 1-inch color photos with the same background and no hat;

(4) The political profile of the recruitment position requires a member of the Communist Party of China (including probationary party members). Applicants must provide a party member identity certificate issued by the grassroots party organization (stamped with the official seal of the party organization, and the signature date is after January 1, 2025).

4.Related requirements

The academic qualifications (degrees) of applicants must be nationally recognized academic qualifications (degrees). The academic qualifications of those studying abroad should be certified by the relevant departments of the Ministry of Education. The above academic degree certificates (academic certification) must be obtained before July 31, 2025. If not obtained within the regulations, the application qualification will be cancelled.

The majors set up in this recruitment do not distinguish between professional doctorates and academic doctorates, but students must obtain academic degree certificates at the same time.

(3) Qualification review

The qualifications of the applicants will be reviewed according to the job recruitment requirements, and the qualification review will run through the entire recruitment process. If it is found at any stage that the applicant does not meet the job registration requirements or the materials provided are fraudulent, once verified, his or her qualifications for examination or employment will be cancelled.

All those who pass the qualification review will enter the direct assessment. The list of qualified candidates and matters related to the direct assessment will be announced on the websites of the Faculty Affairs Department and the Personnel Office of Hunan University of Finance and Economics.

(4) Examination

1. Exam opening ratio

The positions recruited this time are all high-level talent positions, and there is no exam opening ratio.

2.Examination method

Direct assessment will be conducted, and all those who have passed the qualification review will participate in the direct assessment. The direct assessment is conducted in the form of an interview, which mainly assesses the professional knowledge, academic level, education and teaching ability, comprehensive quality and potential of the candidates, with a total score of 100 points.

3. Passing score line

All positions have a comprehensive passing score of 70 points. If all applicants for the same position fail to meet the qualifying score, the recruitment plan for the position will be cancelled.

Applicants must bring their original ID cards to participate in the direct assessment. The test results will be published on the websites of the Faculty Affairs Department and the Personnel Office of Hunan University of Finance and Economics.

(5) Physical examination and inspection

According to the ranking of applicants for the same position based on their overall performance (accurate to two decimal places), physical examination and inspection personnel will be determined in equal proportions of 1:1 to the number of positions planned for recruitment. The physical examination shall be carried out in accordance with the civil service recruitment standards.

Those who pass the physical examination will enter the inspection phase. It mainly examines the applicant's compliance with laws and regulations, ideological and political performance, moral character, business ability, work performance, etc., and reviews the applicant's qualifications.

Those who fail the physical examination or examination or who give up their qualifications will not be eligible for replacement.

6. Public announcement

Based on the comprehensive scores, physical examination and inspection results, the open recruitment leading group will submit the proposed personnel to the school principal's office meeting and party committee for review and approval. The list of personnel to be hired will be published on the website of Hunan University of Finance and Economics for 7 working days.

7. Employment and benefits

If there is no objection after public announcement, the employment procedures will be completed, the employment contract will be signed, and the probation period will be implemented. The probation period will be included in the employment contract period. After the probation period expires, those who pass the assessment will be formally employed; those who fail to pass the assessment will be cancelled. Recruited personnel enjoy the same treatment as similar personnel in the unit.
