What is a tender?
Procurement is a form of comprehensive economic accountability that promotes competition in the field of infrastructure construction. Generally, a number of construction units participate in project bidding, and the bidding unit (construction unit) selects the best. Whoever has a short construction period, low cost, high quality, and good reputation will outsource the project tasks. The contracting unit will sign a contract with the contracting unit, and the construction will be organized in a turn-key manner.
The forms of bidding are as follows:
Competitive negotiation: qualification review; scoring method + two or multiple quotations, the one with the highest score will win.
Competitive negotiation: bid after meeting the conditions. You can make multiple bids. The bidder from the lowest to the highest price will get the bid, depending on whether the winning bidder gives up.
Public bidding: ① comprehensive scoring method; ② low price winning bid method
Inquiry-based bidding: similar to competitive negotiation, the winning bidder is determined based on the bidding documents.
Invitation bidding: also called selective bidding, there are amounts available within a certain range.
The organizational procedures and work links of China’s bidding and contracting system mainly include:
1. Prepare bidding documents. After the bidding application is approved, the construction unit needs to prepare bidding documents. The main contents include: comprehensive description of the project (project scope, project, construction period, quality level and technical requirements, etc.) construction drawings and descriptions, physical bill of quantities, material supply method, project price settlement method, special requirements for project materials, site survey date, etc.
2. Confirm the bidding documents. The construction unit will organize professionals to calculate the total project cost and individual costs based on the construction drawings and the actual conditions on site, and then submit them to the construction authority for approval. Once the bidding documents are determined, they shall be kept strictly confidential and shall not be disclosed to anyone. If some bidding units do not understand and are not familiar with the business of preparing bidding documents, the design unit and the construction unit can help compile them, or the design department and the construction unit jointly form a bidding consultation group to undertake the preparation of bidding documents for the bidding unit and other services. The bidding documents cannot be higher than the total investment approved for the project.
3. Conduct tender bidding. It is generally divided into several steps such as bidding and submission of bid letters, bid opening, bid evaluation, and bid award.
4. Sign the project contract. The bidders shall sign a lump sum contract with the tenderer in accordance with the contents specified in the winning bid letter. After the contract is signed, it must be supervised and implemented by relevant parties. The contract can be notarized by a local notary unit and subject to legal supervision; it can also be administratively supervised by units such as the construction authorities and China Construction Bank.

Registration and payment

4. Submit registration materials according to the requirements of the bidding company and follow up on the registration results.
Compile first draft of tender document
Compile bidding documents according to the requirements of the bidding documents to ensure that the content and file format meet the bidding requirements.

2. Determine the quotation amount and compile bidding documents based on the bidding documents;
3. Prepare the cover and seal according to the requirements of "Submission of Tender Documents";

2. Review the bidding documents from beginning to end and make comments (ensure that the project name, number, bidder, quotation form, business and technical deviation form, and bidding document format are correct);
3. If there are any problems, submit the reviewed documents to the bid document writer and remind them to make changes. After modification, the first instance review will continue; if there are no problems, the bid document writers will be reminded to submit for the second instance.
Conduct second review of tender documents
Read the bidding documents carefully and conduct the second round of review according to the requirements of the bidding documents.

Tender document printing and sealing
Print, sign, stamp, and scan according to the requirements of "Binding and Signing of Tender Documents".
1. Read the binding and signing requirements in the bidding documents in advance; (clarify the number of originals and copies of the bidding documents, electronic bidding documents, and sealing requirements)
2. Sign, seal and review (make sure there are no missing signatures or missing covers)
3. After printing the original copy, sign and seal it and stamp it with a seam seal;
4. Review original and duplicate bid documents and electronic bid documents.
